BOARD OF FRANKLIN COUNTY COMMISSIONERS
The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald R. Stottlemire and Donald E. Waymire present.
The meeting was called to order by Chairman Taylor at 8:30.
Becky Ortega discussed that Steve Brown will need to have additional staff for a short period of time to help them handle real estate appeals.
Les Reinier with the Pottawatomie Township Board discussed that last night was to be the last meeting of the Pottawatomie Township current board. The current Treasurer submitted a letter of resignation effective December 24. John Croan was called and he returned call. John who is the current Pottawatomie Township Trustee and said that he called the Attorney General’s Office and was told his term ended when the newly elected trustee is sworn in. Board said they thought that the new term of the newly elected township boards starts the same time as other elected officials. Board asked John Croan to e-mail a letter of resignation effective immediately, since he thinks his term is up. John said he would send an e-mail.
Chairman Taylor opened a public hearing at 9:00 for amending the 2004 budget to hear and answer objections of taxpayers.
Dale Watts asked about transfers between funds. Chairman Taylor said transfers are done to special equipment funds.
With no further discussion the hearing was closed at 9:15.
Commissioner Stottlemire moved and Commissioner Ferguson seconded to approve the amended 2004 budget. All voted “yes.”
Commissioner Waymire moved and Commissioner Ferguson seconded to accept a letter of resignation from Donna McBrearety effective immediately as the Pottawatomie Township Treasurer and accept a letter of resignation from Les Reinier effective immediately as the Pottawatomie Township Clerk. All voted “yes.”
Commissioner Ferguson moved and Commissioner Waymire seconded to appoint effective immediately Carol Tawney as the Pottawatomie Township Clerk, Diana Lickteig as the Pottawatomie Township Treasurer and Les Reinier as the Pottawatomie Township Trustee, subject to receiving a letter of resignation from John Croan as the Pottawatomie Township Trustee. All voted “yes.”
Roy Dunn discussed attending the Pomona City Council Meeting and Economic Development issues they have.
Darrell Wadkins discussed the restrooms in the south part of the Annex. Darrell said he is waiting on additional bids.
Commissioner Waymire moved and Commissioner Ferguson seconded to accept a proposal from Loyd Builders to remodel the restrooms in the south section of the Annex at a cost of $8,115. All voted “yes.”
Don McMican discussed removal of the coating on the Courthouse foundation. They are to start working on it today. Don also discussed submitting a grant next year and will bring in his proposal.
Commissioner Stottlemire moved and Commissioner Ferguson seconded to approve designation of emergency vehicle permits for Craig & Tammy Davis, Richard Sawin, Francis Dalsing, Roger Stegner, Parker Sayler, Jordan Powell and James Kelly Meyers. All voted “yes.”
Board received a letter of resignation from John Croan the Pottawatomie Township Trustee.
Commissioner Ferguson moved and Commissioner Waymire seconded to accept the resignation of John Croan as the Pottawatomie Township Trustee. All voted “yes.”
Commissioner Stottlemire moved and Commissioner Ferguson seconded to approve the minutes for December 27, 2004. All voted “yes.”
Board discussed the revolving fund loan with the Kansas Department of Transportation. Board phoned Evelyn Fitzpatrick with KDOT and approved the payment for the loan to start in 2006 and pay off in 2021. All voted “yes.”
With no further discussion the meeting was adjourned at 10:30.
