BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

The Board of Commissioners met in a regular session with Chairman Donald R. Stottlemire and Commissioners Roy C. Dunn, Donald C. Hay, John E. Taylor and Donald E. Waymire present.  

 

The meeting was called to order by Chairman Stottlemire at 8:30.

 

Commissioner Hay moved and Commissioner Dunn seconded to approve the minutes for February 9, 2005.  All voted “yes.”

 

Commissioner Taylor moved and Commissioner Waymire seconded to approve tax orders 2004-124 through 2004-129 and 2004-136 through 2004-138.  All voted “yes.”

 

Commissioner Hay moved and Commissioner Taylor seconded to waive the bid process and purchase the Infinitec Time Entry Software.  Chairman Stottlemire and Commissioner Hay and Taylor voted “yes.”  Commissioners Dunn and Waymire voted “no.”

 

Blaine Finch discussed a draft policy for the naming of buildings or other places for individuals.

 

Blaine Finch discussed a recent training that he attended regarding capital improvements planning, purchasing cards, county equipment reserve fund and bulk purchasing.

 

Alan Radcliffe discussed purchasing a GPS unit at a cost of $460 and TOPO software at a cost of $100.

 

Commissioner Taylor moved and Commissioner Waymire seconded to approve the purchase of a GPS unit and TOPO software at a total cost of $560 and approve the purchase with the county credit card.  All voted “yes.”

 

Alan Radcliffe discussed purchasing an Extendo Bed for his pickup that will give him a pull out access tray for his equipment at a cost of $1,833.

 

Commissioner Dunn moved and Commissioner Waymire seconded to approve the purchase of a Extendo Bed at a cost of $1,833.  All voted “yes.”

 

Larry Walrod discussed HB 2309 dealing with enforcement of county codes.

 

Rebecca McFarland discussed proclaiming March 13-19 has Walk Kansas Week.

 

Keith Clark discussed an audit that will be conducted by Kansas Department of Corrections.

 

Commissioner Taylor moved and Commissioner Hay seconded to approve payroll changes 05-018 and 05-019.  All voted “yes.”

 

Becky Ortega discussed the degrees that the 19 County Administrator applicants have.

 

Becky Ortega discussed inviting retirees to the annual employee banquet.  Board decided that it should be kept to current employees.

 

Becky Ortega discussed the problem that some employees are having with the mail order drug program.

 

Becky Ortega discussed the collection of exempt employee’s time sheets.  She said it is causing moral problems and she is asking that exempt employees not submit hours worked any longer, just time off for leave.

 

Commissioner Taylor moved and Commissioner Hay seconded to amend the policy effective immediately for exempt employees and only have exempt employees submit leave time.  All voted “yes.”

 

Jim Haag discussed purchasing 23 permanently mounted rechargeable flashlights at a cost of $66 each.

 

Commissioner Taylor moved and Commissioner Waymire seconded to allow the purchase of 23 Steamlight permanently mounted rechargeable flashlights at a cost of $1,518.  All voted “yes.”

 

Commissioner Waymire moved and Commissioner Dunn seconded to approve the Annual Noxious Weed Report.  All voted “yes.”

 

Jim Haag requested that Rick Sawin, Durwin Hough and Peg Pearson attend the 2005 C.W.D.A.K. Conference.

 

Commissioner Hay moved and Commissioner Taylor seconded to approve the training request for 3 Noxious Weed employees for certification training.  All voted “yes.”

Board asked Jim Haag to review bids and come back in Wednesday with a recommendation.

 

Commissioner Dunn moved and Commissioner Hay seconded to go into an executive session for 40 minutes at 10:50 for personnel of non-elected with Board, Becky Ortega and Blaine Finch present.  All voted “yes.”  Chairman Stottlemire opened the meeting at 11:25 and reported no action taken, no decisions made.

 

With no further discussion the meeting was adjourned at 11:25.
