BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chairman Donald R. Stottlemire called the meeting to order at 8:30 and asked all in attendance to join him in the Pledge of Allegiance.
Roll Call: Chairman Donald R. Stottlemire present, Commissioner John E. Taylor present, Commissioner Donald C. Hay present, Commissioner Roy C. Dunn present and Commissioner Donald E. Waymire present.
Commissioner Taylor moved and Commissioner Waymire seconded to approve the minutes for June 15, 2005. Chairman Stottlemire and Commissioners Dunn, Hay, Taylor and Waymire voted “yes.”
Commissioner Taylor moved and Commissioner Hay seconded to include the applications of 628 S. Locust and 501 S. Oak into the Neighborhood Revitalization Program. All voted “yes.”
Commissioner Waymire moved and Commissioner Dunn seconded to approve tax orders 2004-224 through 2004-231. All voted “yes.”
Commissioner Hay moved and Commissioner Waymire seconded to contribute $200 to the Kansas Silver Haired Legislature. All voted “yes.”
Board discussed memo from Scott Ryburn about beginning construction on the concrete base for the proposed tower on Pork Chop Hill without a permit, which is in violation of the County regulations. Ron Henrickson said construction would not start until tract is properly zoned.
Commissioner Hay discussed the bridge structure out past his home and asked if a permit was obtained.
Hershel Poor asked if the road in the subdivision by Vermont and Stafford had been accepted as a county road. He said it is being torn up by large trucks. Jim Haag said he would look into it.
Noble Carter of 1096 Virginia Rd said he has been observing the chaos and said that professionalism is being taken too far and that truth needs to be more important. He is a concerned citizen
Commissioner Waymire moved and Commissioner Dunn seconded to adopt the agenda. All voted “yes.”
Commissioner Taylor moved and Commissioner Hay seconded to approve the consent agenda. 8.1 Approval of the FFY2004 Juvenile Accountability Block Grant in the amount of $8,404. 8.2 Approval of a contractual agreement between Community Corrections and Cynthia Norton, to provide assistance to the Community Service Work Program as a Community Service Work Coordinator in the Fourth Judicial District in an amount not to exceed $3,900 to June 30, 2006. 8.3 Approval of a contractual agreement between community Corrections and Carolyn Schuster, to provide assistance to the Community Service Work Program as a Community service Work Coordinator in the Fourth Judicial District in an amount not to exceed $3,900 to June 30, 2006. All voted “yes.”
Agenda item 10.1 Jim Haag discussed award of bids for traffic control devices and materials. Jim recommended awarding the bids to Barco and Newman.
Commissioner Dunn moved and Commissioner Waymire seconded to award the bid to Barco in the amount of $4,259 and to Newman Sign in the amount of $940 for traffic control devices and materials. All voted “yes.”
With no further discussion the meeting was adjourned at 9:25.
