BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chairman Donald R. Stottlemire called the meeting to order at 8:30 and asked all in attendance to join him in the Pledge of Allegiance.
Roll Call: Chairman Donald R. Stottlemire present, Commissioner John E. Taylor present, Commissioner Donald C. Hay present, Commissioner Roy C. Dunn present and Commissioner Donald E. Waymire present.
Commissioner Hay moved and Commissioner Dunn seconded to approve the minutes for July 6, 2005. All voted “yes.”
Craig Davis discussed that a patrol car was involved in a chase and the vehicle was wrecked.
Matt Floersch of 2683 Stafford Terr is in favor of upgrading Missouri Rd.
Fred Ferguson of 2708 Stafford Terr. said it will be 3 miles of gravel to get to the new highway. He is in favor of fixing up Missouri Rd. When roads are flooded it will be almost impossible to get to town.
Miriam Ferguson of 2701 Stafford Terr. is in favor of Missouri Rd. being upgraded.
Dan Coates of 2695 Stafford Terr send a letter stating he is in favor of upgrading Missouri Rd. Without upgrading Missouri Rd. it will affect the school bus route and extra mileage by 70 miles a week to drive to work.
Larry Ferguson of 2701 Stafford Terr. said the power and light company has equipment down Missouri Rd. and when it is wet they can not get down the road. It needs to be upgraded for the health, safety and welfare of the residents. County should plan to either upgrade minimum maintenance roads or close them.
Eddie Ferguson of 4281 Hwy 59 said highway is going to affect the moving of farm equipment and Missouri Rd needs to be upgraded.
Commissioner Dunn said he hopes the Board will have a proposal to KDOT to upgrade Missouri Rd at KDOT expense.
Commissioner Taylor moved and Commissioner Dunn seconded to adopt the agenda with the addition of 11.1 Press Release.
Commissioner Dunn moved and Commissioner Waymire seconded to approve the consent agenda item 8.1 State of Kansas Local Environmental Protection Program (LEPP) Grant to assist the County with protection and restoration of watersheds and water quality throughout Franklin County as provided in the Kansas Clean Water Act in the amount of approximately $13,631. All voted “yes.”
Item 10.1 Jim Haag discussed the direction concerning the possible upgrade of Missouri Rd. between Stafford Terr and Stafford Rd.
Commissioner Taylor moved and Commissioner Waymire seconded to officially request KDOT include the upgrade and/or structure construction cost in the US 59 Hwy project at KDOT expense. All voted “yes.”
Item 10.2 Jim Haag discussed the direction concerning the installation of a frontage road between Sand Creek Rd. and Nebraska Terr.
Commissioner Dunn said that KDOT should upgrade Nebraska Rd. at KDOT expense.
Commissioner Dunn moved and Commissioner Taylor seconded to officially request KDOT install a frontage road between Sand Creek Rd. and Nebraska Rd. and upgrade Nebraska Rd. to Pawnee Rd. all at KDOT expense. All voted “yes.”
Item 11.1
Commissioner Taylor moved and Commissioner Waymire seconded to release a draft County Government Mission, Values and Goals. All voted “yes.”
With no further discussion the meeting was adjourned at 9:30.
