BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

Chairman Donald R. Stottlemire called the meeting to order at 8:30 and asked all in attendance to join him in the Pledge of Allegiance.

 

Roll Call: Chairman Donald R. Stottlemire present, Commissioner John E. Taylor present, Commissioner Donald C. Hay present, Commissioner Roy C. Dunn present and Commissioner Donald E. Waymire present.

 

Commissioner Hay moved and Commissioner Waymire seconded to approve the minutes for August 3, 2005.  All voted “yes.”

 

Larry Felix, Administrator of Ransom Memorial Hospital discussed the last five years of operations, goals and progress they have made.

 

John Sutton 314 Main, Princeton discussed Butler Terr which is a quarter mile of minimum maintenance road.  It is hard for him to get down it with his tractor and the Coop will not go down the road to spray his field.  There is also a drainage problem west of US 59 on John Brown and east of Eisenhower it is cutting into his field since the county had put large pieces of concrete in the ditch.  Mr. Sutton went to the Public Works office three months ago to see Jim Haag and was sent out to see Scot Hamlin.  Nothing has happened and he can’t even talk to Scot anymore.

 

Cheri Kirkland 2532 Douglas Rd. asked about personnel matters.

 

Bob Chamberlin 4886 Eisenhower Rd. discussed that on Woodson Rd. there has been dust control applied and the road has chuck holes in it and needs to be graded. 

 

Commissioner Taylor moved and Commissioner Waymire seconded to adopt the agenda.  All voted “yes.”

 

Chairman Stottlemire opened a public hearing at 9:45 regarding the vacation of a portion of 11th Street in the town of Centropolis.

 

Jim Haag said all property owners were notified and he has not heard or received anything from anyone.

 

There were no other comments.

 

Chairman Stottlemire closed the public hearing at 9:47.

 

Commissioner Taylor moved and Commissioner Dunn seconded to approve Resolution 05-79 vacating all of Eleventh (11th) Street, from Centropolis Avenue to Barnes Avenue in Section 30, Township 15S, Range 19E of the 6th Principal Meridian, in Franklin County, Kansas, subject to a thirty foot (30’) easement to the Centropolis District Sewer Line.  All voted “yes.”

 

Chairman Stottlemire opened a public hearing at 9:50 regarding the vacation of alleyway in Block 28 in the town of LeLoup, formerly the town of Ferguson.

 

Jim Haag said he had received a request to vacate the alleyway from the landowner and there is only one landowner that owns property that adjoins the alleyway.

 

There were no other comments.

 

Chairman Stottlemire closed the public hearing at 9:52.

 

Commissioner Hay moved and Commissioner Dunn seconded to approve Resolution No. 05-80 vacating the alleyway located in Block 28, Lots 1 thru 28 inclusive, from Oak Street to Elm Street in the town of LeLoup, formerly the town of Ferguson in Section 2, Township 16S, Range 20E, Franklin County, Kansas.  All voted “yes.”

Commissioner Hay moved and Commissioner Waymire seconded to table accepting the bids for Chip Seal CMK, Application and Oil until Wednesday.  All voted “yes.”

 

Item 10.1 Jim Haag discussed approving a resolution establishing policy for minimum maintenance roads in Franklin County.

 

John Sutton 314 Main, Princeton discussed that you should be able to drive down a minimum maintenance road when it is dry.

 

Commissioner Taylor moved and Commissioner Waymire seconded to approve Resolution No. 05-81 establishing a policy for minimum maintenance roads in Franklin County, Kansas and repealing Resolution 04-107.  All voted “yes.”

 

With no further discussion the meeting was adjourned at 10:30.
