BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chairman Donald R. Stottlemire called the meeting to order at 8:30 and asked all in attendance to join him in the Pledge of Allegiance.
Roll Call: Chairman Donald R. Stottlemire present, Commissioner John E. Taylor present, Commissioner Donald C. Hay present, Commissioner Roy C. Dunn present and Commissioner Donald E. Waymire present.
Commissioner Hay moved and Commissioner Waymire seconded to approve the minutes for September 7, 2005 as amended. All voted “yes.”
Midge Ransom the Regional Bioterrorism Coordinator discussed the Role of Public Health in Emergency Preparedness.
Commissioner Hay moved and Commissioner Taylor seconded to approve tax change orders 2004-264 through 2004-267 and 2004-269 through 2004-274. All voted “yes”.
Carroll Droddy 4069 Montana Rd asked Board questions.
Commissioner Waymire moved and Commissioner Taylor seconded to approve the adoption of agenda. All voted “yes”.
Commissioner Taylor moved and Commissioner Hay seconded to wait on the renaming of Osborne Terrace east of Davis Road to East Wilson Street and that Larry Walrod send a letter to the people that are involved. All voted “yes”.
Commissioner Hay moved and Commissioner Waymire seconded to approve the Bioterrorism Preparedness and Response Local contract between Kansas Department of Health and Environment State Agency and Franklin County. All voted “yes”.
Commissioner Taylor moved and Commissioner Dunn seconded to approve Resolution No. 05-93 charging the Ottawa/Franklin County Economic Development to create a strategic plan to retain Franklin County as a non-metropolitan business region designation. All voted “yes”.
Commissioner Waymire moved and Commissioner Hay seconded to approve Resolution No. 05-94 increasing the tax levy to an amount not to exceed one half of one mill for the supervision and curation of a historical collection for Franklin County Historical Society. All voted “yes”.
Commissioner Hay moved and Commissioner Waymire seconded to waive bid process and approve repairs on track loader at the Franklin County landfill. Martin Tractor estimates that the repairs will be $10,516.16. All voted “yes”.
Commissioner Taylor moved and Commissioner Hay seconded to have Ron Henrickson draft a resolution to up the date of the pay increase to January 1, 2006 for all employees. All voted “yes”.
Commissioner Taylor moved and Commissioner Hay seconded to not except the proposed salary increase for 2006 for the Commissioner. All voted” yes”.
With no further discussion the meeting was adjourned at 10:30.
