BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chairman Donald R. Stottlemire called the meeting to order at 8:30 and asked all in attendance to join him in the Pledge of Allegiance.
Roll Call: Chairman Donald R. Stottlemire present, Commissioner John E. Taylor present, Commissioner Donald C. Hay present, Commissioner Roy C. Dunn present and Commissioner Donald E. Waymire present.
Commissioner Hay moved and Commissioner Dunn seconded to approve the minutes for October 5, 2005. Commissioners Dunn, Hay, Taylor and Waymire voted “yes.” Chairman Stottlemire abstained.
Public Comment
Dale Watts with KOFO said he had a question, but was not sure when he was to ask a question, since this is public comment and not question and answer. Chairman Stottlemire asked if the question was something the whole Board needed to answer or if he could talk to just one after the meeting. Dale asked if there was a plan to issue official minutes for August 17 and September 21 that have not been adopted. Chairman Stottlemire said they have asked Blaine Finch to get an Attorney Generals opinion. Dale said Brad Howard was interested because the radio posts them on their website.
Wendell Barker 2573 US 59 Highway disliked how agenda is not available to the public before the meetings. Ron Henrickson said he would look into the agenda being posted prior to meeting on the county website.
Noble Carter 1096 Virginia Rd. asked why public comment was changed from a set time of 9:00. He said it was more convenient to have it at a certain time and what was the reason to change it. Chairman Stottlemire asked Ron Henrickson to check into setting public comment at a specific time.
Commissioner Hay moved and Commissioner Taylor seconded to adopt the agenda. All voted “yes.”
Chairman Stottlemire recessed the meeting at 8:47. Board back in session at 8:55.
Open bids at 9:00 for tire bids.

Commissioner Taylor moved and Commissioner Hay seconded to table the approval for tire bids until Wednesday when Jim Haag presents a recommendation. All voted “yes.”
Item 10.1 Ron Henrickson discussed agreement for Economic Development Services for 2005-2006.
Commissioner Taylor moved and Commissioner Waymire seconded to approve the 2006 agreement for Economic Development Services between the Ottawa Area Chamber of Commerce, the City of Ottawa and Franklin County. Chairman Stottlemire asked if the Counselor had reviewed and Ron Henrickson said yes. All voted “yes.”
Item 11.1 Ron Henrickson discussed a memo he prepared with three possible methods to explore for reorganization. Ron suggested the Board take no action today and to take time to review it and discuss it at a public meeting. Commissioner Hay said that a public hearing needs to be called at the Annex, because this has stirred up a lot of people.
Item 11.2 Ron Henrickson discussed Missouri Rd. and Wilson St. Bridge and Vermont bridges. Ron presented a cost estimate for Missouri Rd. ˝ mile East of US 59 Highway. The cost estimate is approximately $700,000 and KDOT has agreed to pay approximately $300,000. Vermont Rd. Bridge is scheduled for replacement in four years and Wilson St. Bridge could have a steel plate put on it to hold off on replacing it for a few more years. Commissioner Dunn said there needs to be another meeting with KDOT and the residents on Missouri Rd.
Commissioner Hay moved and Commissioner Taylor seconded to install a steel plate on the West Wilson Bridge at a cost of $4,200. All voted “yes.”
With no further discussion the meeting was adjourned at 9:38.
