BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chairman Donald R. Stottlemire called the meeting to order at 8:30 and asked all in attendance to join him in the Pledge of Allegiance.
Roll Call: Chairman Donald R. Stottlemire present, Commissioner John E. Taylor present, Commissioner Donald C. Hay present, Commissioner Roy C. Dunn present and Commissioner Donald E. Waymire present.
Commissioner Hay moved to approve the minutes for October 31, 2005. Died for lack of second.
Commissioner Taylor moved and Commissioner Waymire seconded to approve the minutes for October 31, 2005 as amended. Chairman Stottlemire and Commissioners Dunn, Taylor and Waymire voted “yes.” Commissioner Hay voted “no.”
Chairman Stottlemire read an invitation to the Fourth Judicial District Court swearing-in ceremony for Magistrate Judge Kevin Kimball on November 10 at 3:30.
Shari Perry read a letter of resignation from Kevin Kimball as Ohio Township Treasurer.
Commissioner Taylor moved and Commissioner Dunn seconded to accept the resignation of Kevin Kimball as the Ohio Township Treasurer effective November 10, 2005. All voted “yes.”
Leroy Hildebrandt 2645 Indiana Terr. discussed that meetings are not organized, commissioners need to study material and the Commissioners are spending too much money.
Noble Carter 1096 Virginia Rd. discussed that there needs to be a cut off on accepting letter of interest for vacancies on township boards.
Commissioner Taylor moved and Commissioner Hay seconded to approve the agenda with the addition of item 10.3 Interim position and agreement and item 11.1 Sign contract for bridge repairs at 3815 Oregon Rd. All voted “yes.”
Item 10.1 Jim Haag discussed the Ambulance Department obtaining space in the Annex for training.
Commissioner Hay moved and Commissioner Waymire seconded to allow the Ambulance Department to use a portion of the mezzanine on the north side of the Annex for training. All voted “yes.”
Item 10.3 Commissioner Taylor discussed a contract for Jay Newton as the interim County Administrator. Commissioner Hay said he would like to contract with someone for 90 days and if it works out hire them full-time.
Commissioner Taylor moved and Commissioner Waymire seconded to approve a contract with Jay P. Newton, Jr. for interim County Administrator services effective November 9, 2005. Chairman Stottlemire and Commissioner Dunn, Taylor and Waymire voted “yes.” Commissioner Hay voted “no.”
Item 10.2 Larry Walrod discussed filling a vacant position on the Franklin County Planning Commission. Larry said he only received on letter of interest.
Commissioner Dunn moved and Commissioner Taylor seconded to extend the application period until November 16. Chairman Stottlemire and Commissioners Dunn, Taylor and Waymire voted “yes.” Commissioner Hay abstained.
Item 11.1 Jim Haag discussed the contract that needs to be signed for the award of the bid to Hi-Plains for bridge repairs at 3815 Oregon Rd.
Commissioner Taylor moved and Commissioner Waymire seconded to sign the agreement with Hi-Plains for bridge repairs at 3815 Oregon Rd. in the amount of $29,637.00. All voted “yes.”
With no further discussion the meeting was adjourned at 9:17.
