BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chairman Donald R. Stottlemire called the meeting to order at 8:30 and asked all in attendance to join him in the Pledge of Allegiance.
Roll Call: Chairman Donald R. Stottlemire present, Commissioner John E. Taylor present, Commissioner Donald C. Hay present, Commissioner Roy C. Dunn present and Commissioner Donald E. Waymire present.
Commissioner Hay moved and Commissioner Waymire seconded to approve the consent agenda as follows: amended minutes for December 12, 2005, voucher for December 15 in the amount of $621,154.38 and tax change orders 2005-51 through 2005-53 and 2005-55 through 2005-56. All voted “yes.”
Jason Parks discussed renewal of McAfee VirusScan Software License. Total cost is $7,134.15 which includes licenses for USD290, Ottawa Library, City of Richmond, Law Library, Community Corrections and District Court.
Commissioner Taylor moved and Commissioner Hay seconded to approve the purchase and renewal of McAfee VirusScan Software from Fishnet Security in the amount of $7,134.15. All voted “yes.”
Jason Parks discussed a 24 month renewal with SBC for Super Trunk phone lines at a cost of $430 per month.
Commissioner Hay moved and Commissioner Dunn seconded to approve the renewal with SBC of Super Trunk lines at a cost of $430 per month. All voted “yes.”
Jason Parks discussed replacing the mail machine.
Commissioner Taylor moved and Commissioner Dunn seconded to lease purchase a postage machine from Logan Business Machines for $519.59 per month. All voted “yes.”
Jason Parks discussed the need for a signature to qualify for Microsoft select pricing.
Commissioner Dunn moved and Commissioner Waymire seconded to approve the Chairman to sign to allow the County to be able to purchase under the special pricing with Microsoft. All voted “yes.”
Becky Ortega discussed the summary of benefits participation in employee benefits.
Board recessed at 9:18. Back in session at 9:31 for a study session. All present.
Board, Jim Haag and Jay Newton discussed upgrading Missouri Rd. between Stafford Rd. and Stafford Terr. The cost estimates are $700,000 and KDOT has agreed to provide $500,000 toward the improvements.
Board and Jay Newton discussed selling the Franklin County Annex and the process.
Board, Craig Davis and Jay Newton discussed the jail facility.
Board recessed at 10:43. Back in session at 12:00 for monthly department head luncheon in the basement of the Jail.

With no further discussion the meeting was adjourned at 12:55.
