BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

Chairman John E. Taylor called the meeting to order at 8:30 and asked all in attendance to join him in the Pledge of Allegiance.

 

Roll Call: Chairman John E. Taylor present, Commissioner Donald C. Hay present, Commissioner Donald R. Stottlemire, Commissioner Roy C. Dunn present and Commissioner Donald E. Waymire present.

 

Commissioner Hay moved and Commissioner Dunn seconded to approve the consent agenda as follows:  minutes for March 6 and tax change orders 2005-177 through 2005-179.  All voted “yes.”

 

Barb Conus discussed annual applications for Formula, Child Care Licensing, Healthy Start, Family Planning and Immunization Grants through the Kansas Department of Health and Environment in the amount of $91,192.  These grants are for July 2006 through June 2007.

 

Commissioner Hay moved and Commissioner Stottlemire seconded to approve annual KDHE grant applications for Formula, Child Care Licensing, Healthy Start, Family Planning and Immunization for July 2006 through June 2007.  All voted “yes.”

 

Alan Radcliffe discussed updated Master Fire Plan including radio communications, county-wide coordination, improvements to water supply and rural address marking system.

 

Alan Radcliffe discussed Homeland Security Regional Council Update.  Franklin County is in the Northeast region which includes 23 counties.  Funding is going to be cut; it has been allocated in the past with 10 percent to the Highway Patrol, 10 percent to the State and 80 percent to counties.  This year the allocation will be 10 percent to Highway Patrol, 10 percent to State, 40 percent to counties and 40 percent to regional council.  The regional council will determine which counties will receive additional money from the 40 percent. 

 

Jay Newton discussed commission meeting days and study session for next Wednesday.

 

Commissioner Hay moved and Commissioner Stottlemire seconded to allow the use on April 28 of the courthouse lawn for recognition of volunteers.  All voted “yes.”

 

Board recessed at 9:39.  Back in session at 12:00 in basement of Jail for monthly department head luncheon.  Attending was Alan Radcliffe, Barbara Conus, Jim Haag, Jason Parks, Debbie Hough, Sue McCay, Don Stottlemire, Don Waymire, Roy Dunn, Ed Taylor, Jay Newton, Don Hay, Shari Perry, Ethel Wallace, Keith Clark, Cleon Rickel, Craig Davis, Steve Brown, Darrell Wadkins, Sean Gooding, Gayla Stofko, Larry Walrod and Heather Jones.

 

With no further discussion the meeting was adjourned at 12:55.
