BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chairman Roy C Dunn called the meeting to order at 8:30 a.m.
Roll Call: Chairman Roy C Dunn present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E. Taylor absent and Commissioner Karen S. Farrell present.
Chairman Dunn asked all in attendance to join in the Pledge of Allegiance.
Invocation was by Reverend Joel R Fredrickson.
Della Sandgren 2408 Brushcreek Dr. discussed appraised values in Franklin County.
Commissioner Hay moved and Commissioner Farrell seconded to approve the consent agenda as follows: minutes for January 24, 2007, claim vouchers in the amount of $216,536.79, tax change orders 2006-154 through 2006-182 and Emergency Vehicle Permit for James Meyers. Chairman Dunn and Commissioners Farrell and Hay voted “yes.” Commissioner Stottlemire voted “yes” on all items except the tax change orders and he abstained.
Commissioner Hay moved and Commissioner Stottlemire seconded to approve a Cereal Malt Beverage License for Grampa’s BBQ. All voted “yes.”
Elizabeth Maxwell discussed the annual report on East Central Kansas Area Agency on Aging and update on services provided to the elderly in Franklin County.
Craig Davis discussed contract for housing inmates at the Allen County Detention Center.
Commissioner Hay moved and Commissioner Stottlemire seconded to approve the contract with Allen County Detention Center to house Franklin County inmates. All voted “yes.”
Open bids for the sale of three used patrol cars and the purchase of three new patrol cars. Three bids received for new vehicles and 1 bid received for the sale of used vehicles.

Commissioner Hay moved and Commissioner Stottlemire seconded to accept the low bid from Olathe Ford if after review of bids from Craig Davis and Doug Harris still is low bid. All voted “yes.”
Nick Robbins discussed Clinical Education Site Agreement for Kansas City Community College to allow students to do ride along with the Franklin County Ambulance Department.
Commissioner Hay moved and Commissioner Stottlemire seconded to approve the Clinical Education Site Agreement with Kansas City Community College to allow students to do ride along with the Franklin County Ambulance Department, after review and approval of the agreement with KCAMP. All voted “yes.”
Rick Sawin discussed proposal from Aquaterra for Storm Water Compliance Plan that is required by the Kansas Department of Health Environment. The proposed cost of the plan is $2,500.
Commissioner Hay moved and Commissioner Farrell seconded to waive the bidding process and accept Aquaterra’s proposal for the Storm Water Compliance Plan. All voted “yes.”
Commissioner Hay moved and Commissioner Farrell seconded to approve payment request #11 for the Franklin County Mental Health Expansion in the amount of $5,946.60. All voted “yes.”
With no further discussion the meeting was adjourned at 9:40.
