BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chairman Roy C Dunn called the meeting to order at 8:30 a.m.
Roll Call: Chairman Roy C Dunn present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E. Taylor present and Commissioner Karen S. Farrell present.
Chairman Dunn asked all in attendance to join in the Pledge of Allegiance.
Invocation was by Reverend Fred Martin.
Della Sandgren 2408 Brushcreek Dr. Lawrence discussed property tax values and property taxes.
Commissioner Hay moved and Commissioner Taylor seconded to approve the consent agenda as follows: minutes for February 7, 2007 and tax change orders 2006-195 through 2006-202. All voted “yes.”
Board recognized Mr. Fran Bennett for his achievements and success in being awarded the Kansas Wildfire Federation’s Conservation Achievement Award as Conservationist of the Year this is awarded to a person with outstanding achievements in water pollution control, conservation and protection of rivers and wetlands, prevention of degradation of water quality through effective planning and management or other activity aimed at maintaining or improving water standards.
Larry Walrod discussed Grant of Easements for Lot Split #0611-683a and 0611-683b owned by Edward and Nancy Ferguson and Kirby F. and Angela L. Snider.
Commissioner Taylor moved and Commissioner Hay seconded to accept a Grant of Easement from Edward and Nancy Ferguson and a Grant of Easement from Kirby F. and Angela L. Snider. All voted “yes.”
Commissioner Hay moved and Commissioner Taylor seconded to send a letter of support for Larry Walrod to serve as a representative for the Planning & Zoning on the Marais des Cygnes Basin Advisory Committee. All voted “yes.”
Doug Harris discussed 2007 Health Department budget and grants.
Commissioner Hay moved and Commissioner Taylor seconded to table any action on the Health Departments proposed budget amendments. All voted “yes.”
Barbara Conus discussed Memorandum of Understanding with Elizabeth Layton Center to seek grant funding for mental health clinician services at the Health Department.
Commissioner Taylor moved and Commissioner Farrell seconded to authorize the Chairman to sign the Memorandum of Understanding between Elizabeth Layton Center and the Franklin County Health Department for mental health clinician services. All voted “yes.”
Jason Parks discussed purchasing 50 additional phone licenses from Avaya for the County Phone System at a cost of $10,665 which is funded through the phone fund budget.
Commissioner Taylor moved and Commissioner Stottlemire seconded to approve the purchase of 50 additional phone licenses from Avaya at a cost of $10,665. All voted “yes.”
Nick Robbins discussed Franklin County Ambulance Department January report and write-offs for January in the amount of $26,339.42 and write-offs in the amount of $13,626 for the State of Kansas set off program.
Commissioner Hay moved and Commissioner Farrell seconded to approve the write-offs for January for the Ambulance Department in the amount of $26,339.42 and the write-offs in the amount of $13,626 for the State of Kansas set off program. All voted “yes.”
Commissioner Hay moved and Commissioner Taylor seconded to accept the resignation of Harold Radcliffe as the Appanoose Township Treasurer. All voted “yes.”
Commissioner Taylor moved and Commissioner Hay seconded to appoint Cyndia McClanahan to fill the unexpired term as Appanoose Township Treasurer and appoint Lloyd Robbins III to fill the unexpired term as Pomona Township Trustee. All voted “yes.”
With no further discussion the meeting was adjourned at 9:40.
