BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

Chairman Roy C Dunn called the study session to order at 4:00 p.m.  All present.

 

Board reviewed and discussed the pavement evaluation report from Terracon on the 36 miles of hard surface and subdivision regulations for roads.

 

Alan Radcliffe discussed a proposal to purchase an emergency response cascade air trailer.  This trailer would provide on unlimited supply of air, along with a generator and additional scene lights for nighttime incidents.  Board agreed they need more information on rural fire departments.

 

Doug Harris discussed with Board what issues the Commission wants to address and prioritize them over next two years.

 

Board discussed process of agenda items and public comments.

Chairman Roy C. Dunn called the meeting to order at 6:30 p.m.

 

Roll Call: Chairman Roy C Dunn present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E. Taylor present and Commissioner Karen S. Farrell present.

 

Chairman Dunn asked all in attendance to join in the Pledge of Allegiance.

Norman Wooge 3790 Pawnee Rd., Ottawa discussed jail study.

 

Della Sandgren 2408 Brushcreek Dr., Lawrence discussed fair market values on real estate and spending.

 

Commissioner Hay moved and Commissioner Taylor seconded to approve the consent agenda as follows: minutes for February 14, 2007, claim vouchers for February 15 in the amount of $775,404.07, claim vouchers for February 16 in the amount of $16,375.64 and tax change orders 2006-203 through 2006-205 and 2006-207.  All voted “yes.”

 

Lisa Johnson discussed an agreement appointing Ms. Kristin Adams as the Pharmacist in Charge for the Franklin County Health Department.

 

Commissioner Taylor moved and Commissioner Hay seconded to approve appointing Ms. Kristin Adams as the Pharmacist in Charge for the Franklin County Health Department.  All voted “yes.”

 

Jim Haag discussed soliciting bids for the application of a magnesium chloride solution for the Dust Control Program.

 

Commissioner Taylor moved and Commissioner Farrell seconded to solicit bids for magnesium chloride solution for Dust Control.  All voted “yes.”

 

Jim Haag discussed waiving the purchasing policy and purchase a 140H Motor Grader from Martin Tractor in the amount of $77,318.

 

Commissioner Hay moved and Commissioner Farrell seconded to waive the purchasing policy and accept the bid from Martin Tractor to purchase a 140H Motor Grader in the amount of $77,318.  All voted “yes.”

 

Commissioner Farrell moved and Commissioner Taylor seconded to include the following properties into the Neighborhood Revitalization Program:  739 S. Mulberry, 515 S. Hickory, 807 N. King and 940 N. Main and annex Funston Street from 7th Street to 9th into the program.  All voted “yes.”

 

Commissioner Taylor moved and Commissioner Hay seconded to accept the Criminal Justice Center Space Needs Analysis report from Voorhis and Associates.  All voted “yes.”

 

Doug Harris discussed purchasing property in Wellsville for a new Ambulance Station. 

Commissioner Hay moved and Commissioner Farrell seconded to table the discussion on purchasing property in Wellsville for a new Ambulance Station for a least 30 days.  Chairman Dunn and Commissioners Farrell, Hay and Taylor voted “yes.”  Commissioner Stottlemire voted “no.”

 

Commissioner Hay moved and Commissioner Taylor seconded to go into an executive session for 5 minutes at 7:10 for attorney client privileges with the Board and Lisa Johnson present.  All voted “yes.”  Chairman Dunn opened the meeting at 7:15 and reported no action taken, no decisions made.

 

With no further discussion the meeting was adjourned t 7:15.
