BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chairman Roy C. Dunn called the meeting to order at 8:30 a.m.
Roll Call: Chairman Roy C Dunn present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E. Taylor present and Commissioner Karen S. Farrell present.
Chairman Dunn asked all in attendance to join in the Pledge of Allegiance.
Moment of silence to reflect.
Della Sandgren 2408 Brushcreek Dr. Lawrence discussed wasting money, fair market value of real estate.
Commissioner Hay moved and Commissioner Stottlemire seconded to approve the consent agenda as follows: minutes for March 7 and March 12, 2007, tax change orders 2006-229 through 2006-237 and Emergency Vehicle Permit for Ron Puterbaugh. Chairman Dunn and Commissioners Farrell, Hay and Stottlemire voted “yes.” Commissioner Taylor voted “yes” except abstained on minutes of March 7, 2007.
Keith Clark discussed a contract with Riverside Group, LLC for consulting and training services related to motivational Interviewing with an estimated cost of $3,746.
Commissioner Hay moved and Commissioner Taylor seconded to approve a contractual agreement between Riverside Group, LLC and the Fourth Judicial District Community Corrections in the approximate amount of $3,746 for consulting and training services related to Motivational Interviewing. All voted “yes.”
Chairman Dunn discussed proposed amendments to the County Administrator’s Employment Contract.
Commissioner Farrell moved and Commissioner Taylor seconded to go into an executive session for 15 minutes at 8:48 for personnel of non-elected with Board and Lisa Johnson present. All voted “yes.” Chairman Dunn opened the meeting at 9:03 and reported no action taken, no decisions made.
Board recessed at 9:03. Back in session at 9:09.
Commissioner Farrell moved and Commissioner Hay seconded to table for two weeks proposed amendments to the County Administrator’s Contract. All voted “yes.”
Tom Weigand discussed proposal and prospect of new company moving to Franklin County area. They are proposing to have 600 to 700 employees with wages at $20 or more per hour.
Commissioner Taylor moved and Commissioner Stottlemire seconded to go into an executive session for 10 minutes at 9:20 to discuss confidential data relating to financial affairs with Board, Tom Weigand, Jerry Thompson, Lisa Johnson and Doug Harris present. Chairman Dunn extended the executive session at 9:30 for an additional 10 minutes. Chairman Dunn opened the meeting at 9:40 and reported no action taken, no decisions made.
Tom Weigand discussed the Tourism Director has resigned.
Deb Barker discussed activities with the Franklin County Historical Society. Dale Watts discussed a grant that was received for a permanent exhibit on the famous Pottawatomie Creek Massacre.
Board agreed that next Wednesday at 10:30 they will tour the Records Center and the Old Depot Museum.
Ron & Raymond Rumford discussed they have been dairy farmers and part of the community generations and do not like the way they have been treated in regards to some land they own.
With no further discussion the meeting was adjourned at 10:08.
