BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chairman Roy C. Dunn called the meeting to order at 6:30 p.m.
Roll Call: Chairman Roy C. Dunn present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E. Taylor present and Commissioner Karen S. Farrell present.
Chairman Dunn asked all in attendance to join the Pledge of Allegiance.
Invocation by Reverend Leonard Cheasbro.
Jim Stottlemire 4014 Rock Creed Rd. Rantoul discussed Ambulance Service and spending $7000.00 for study.
Della Sandgren 2408 Brushcreek Dr. Lawrence discussed commissioners signing everything brought to them and the real estate valuations in Franklin County.
Buch Riddle 2387 Old 50 Hwy Ottawa discussed spending $7000.00 on an ambulance service for a study on where to put the new ambulance station.
Leonard Cheasbro 2638 Kingman Rd Ottawa discussed draining problem at his residents and business and would like to have something done about the problem. Commissioner Taylor asked him to contact the Public Works Department.
Marvin Hutchison 612 Oak Wellsville discussed the Ambulance Service location and that the services for the ambulance station were budgeted last year.
Jason Ryburn 308 W 2nd Ter Wellsville discussed making the intersection at Vermont Terrance and Shawnee Road a four way stop.
Freone Hollinger 3090 Neosho Road Ottawa discussed illegal burning in the county and that the fee for a burn permit should be more. She said the manner in which the meetings are handled needs to be changed and that there needs to be more studying of what is going on before the meetings.
Commissioner Taylor moved and Commissioner Hay seconded to approve the consent agenda as follows: minutes for April 11, 2007, April 13, 2007, claim vouchers for April 15 in the amount $691,743.52 and claim vouchers for April 18 in the amount of $58,971.00. All voted “yes”.

National County Government Week
Issued by the County Commissioners
County of Franklin County
WHEREAS, the nation’s 3,066 counties provide a variety of essential public services to communities serving 300 million Americans; and
WHEREAS, counties take seriously their responsibility to protect and enhance the health, welfare and safety of its citizens in sensible and cost-effective ways; and
WHEREAS, many county government initiatives involve the protection of valuable and vulnerable environmental resources in communities; and
WHEREAS, Franklin County is a member of the National Association of Counties; which is the only national organization that represents county governments in the United States, provides essential services to the nation’s advances issues with a unified voice before the federal government, improves the public’s understanding of county government, assists counties in finding and sharing innovative solutions through education and research, and provides value-added services to save counties and taxpayers money; and
WHEREAS, the National Association of Counties first celebrated National County Government Week in 1991 to raise public awareness and understanding about the roles and responsibilities of the nation’s counties to meet the needs of the community; and
WHEREAS, in recognition of the leadership, innovation and valuable services provided by the nation’s counties,
The Board of Franklin County Commissioners, of Franklin County on behalf of its citizens, do hereby proclaim the week of April 22nd through 28th as
NATIONAL COUNTY GOVERNMENT WEEK
And express the hope that this year’s observance will promote awareness and understanding of the Franklin County government and the services it provides.
Commissioner Hay moved and Commissioner Stottlemire seconded to approve Proclamation No. 07-004 for National County Government Week. All voted “yes”.
Keith Clark discussed the Alternative Jail Study and gave the commissioners the report and updates that the committee recommends. Chairman Dunn recommended having a study session regarding this.
Doug Harris and Nick Robbins discussed the option of having Dave Cromwell, Director of the EMS Operations for the Board of EMS provide technical assistance to have a study done.
Commissioner Hay moved and Commissioner Stottlemire seconded to have a study session for technical assistance to Ambulance Services at no charge. All voted “yes”.
Jason Ryburn 308 W 2nd Terr Wellsville discussed why we are going back to study information again regarding the Ambulance Service in Wellsville.
Wayne Linder 506 Pine Wellsville discussed the fire station in Wellsville and that the City of Wellsville will donate for free the space for the Ambulance Service.
Jim Stonequist 1113 5th St Wellsville discussed the noise and the fact that the study is all ready done. Jim said that Nick Robbins has all the numbers of calls and where they are located.
Commissioner Taylor moved and Commissioner Hay seconded to go in to executive session for 15 minutes at 8:15 for personnel of non-elected with Board and Lisa Johnson present. All voted “yes”. Chairman Dunn opened the meeting at 8:23 and reported no action taken, no decisions made.
Commissioner Taylor moved and Commissioner Stottlemire seconded to adjourn the meeting at 8:23. All voted “yes”.
