BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

Chairman Roy C. Dunn called the meeting to order at 6:30 p.m.

 

Roll Call: Chairman Roy C. Dunn present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E. Taylor present and Commissioner Karen S. Farrell present.

 

Chairman Dunn asked all in attendance to join the Pledge of Allegiance.

 

Moment of silence to reflect.

 

Debra Aubert 430 Idaho Rd Williamsburg discussed flooding problems on their property and asked for something to be done.

 

Carrol Droddy 4069 Montanan Rd Ottawa discussed that Montana Rd was to be hard surfaced and asked if it was still going to be done.

 

Leroy Hildebrandt 2645 Indiana Terr Ottawa discussed wants and not needs, the jail and sheriff department, going back to three commissioners and there was a need to eliminate not add.

 

Della Sandgren 2408 Brushcreek Dr. Lawrence discussed commissioners need to do the job they are elected to do, property values, is the county administrator needed, the budget for the jail and the need to spend wisely.

 

Clarence McIlvain 421 S Poplar Ottawa discussed hiring an engineer firm for chip seal and leveling courses and that one was not needed we have employees that can do this and hiring an intern in the administrators office.

 

Freone Hollinger 3090 Neosho Rd Ottawa discussed paying taxes, she is in favor of five commissioners and an administrator, needs and demands, cuts can be made, do not need a finance officer or intern in administrator’s office and asked the commissioners to go around and see what is going on in departments.

 

Gene Hirt 1112 Augusta Lane Ottawa discussed the hiring of a School Resource Officer for USD 287 and thanked the Board for allowing it and budget sessions which he has attended.

 

Commissioner Hay moved and Commissioner Farrell seconded to approve the consent agenda as follows: minutes for July 11, July 16 and July 17, 2007, vouchers for July 9th in the amount of $215,840 and July 15th in the amount of $1,395,572.79 and tax change orders 2006-320 and 2006-321 and 2006-329 through 2006-335.  All voted “yes” except Commissioner Taylor abstained on the minutes.

 

Larry Walrod discussed Final Plat for Walnut Creek Acres, Fifth Plat Subdivision, application #0703-728 filed by Terry Silvius and property owner being S & S Land Co, LLC located on the West side of Vermont Rd between Woodson Rd. & Thomas Rd.

 

Commissioner Taylor moved and Commissioner Hay seconded to authorize the Chairman to endorse the Final Plat for Walnut Creek Acres Fifth Plat Subdivision and accepting all easements and rights of way shown on the Plat and approve the construction agreement.  All voted “yes”.

 

Lisa Johnson discussed promulgating the Local Emergency Operations Plan and read the proposed resolution.  Board agreed to postpone vote until next week.

 

Lisa Johnson discussed jury duty fees and mileage.

 

Commissioner Hay moved and Commissioner Taylor seconded to approve Resolution No. 07-046 Establish Juror Fees and Mileage Reimbursement.  Chairman Dunn and Commissioners Farrell, Hay and Taylor voted “yes”.  Commissioner Stottlemire voted “no”.

 

Lisa Johnson discussed establishing a building fund and establishing an annual mill levy for the building fund.

 

Commissioner Stottlemire moved and Commissioner Taylor seconded to approve Resolution No. 07-047 Establish a Building Fund and Annual Mill Levy.  All voted “yes”.

 

Doug Harris discussed that an air conditioner unit at the District Court Building needs replaced and they have received some bids but are waiting on two more.

 

Commissioner Stottlemire moved and Commissioner Taylor seconded to waive the purchasing policy and approve the purchase of an air conditioner unit not to exceed $7,300.  All voted “yes”.

 

Commissioner Farrell moved and Commissioner Stottlemire seconded to adjourn at 7:45.  All voted “yes”.
