BOARD OF FRANKLIN COUNTY COMMISSIONERS

Chairman Roy C. Dunn called the meeting to order at 6:30 p.m.

Roll Call: Chairman Roy C. Dunn present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E. Taylor present and Commissioner Karen S. Farrell present.

Chairman Dunn asked all in attendance to join him in the Pledge of Allegiance.

Moment of silence.

Lisa Johnson discussed the appointment of the Pottawatomie Clerk

Commissioner Stottlemire moved and Commissioner Taylor seconded to appoint John Fletcher to fill the vacant position as Pottawatomie Clerk. All voted “yes.”

Gene Hirt 125 South St Williamsburg suggested having a public hearing on the Tauy Creek Bridge, discussed the part time employees of Franklin County and longevity pay.  He had Country Mart make up baskets for all of the part time employees so they would be recognized also.

Della Sandgren 2408 Brush Creek Dr Lawrence discussed the taxes and the appraisals in Franklin County.

Norman Wooge 3790 Pawnee Rd Ottawa discussed having the study session televised, Robert’s Rule of Order and the way meetings are conducted.

Commissioner Hay moved and Commissioner Taylor seconded to approve the consent agenda as follows: minutes for December 12, 2007 and the December 17, 2007 the approval of claim vouchers for December 6, 2007 in the amount of $44,763.16, claim vouchers for December 15, 2007 in the amount of $766,823.39 and tax change orders 2007-118 and 2007-119. All voted “yes.”

Lisa Johnson discussed an amendment to the Public Health Emergency Preparedness and Response contract and that this would have to be moved to the December 26^th meeting that they haven’t received the contract.

Lisa Johnson discussed the Tauy Creek Bridge Report and recommended having the task force look at these more in depth.

Commissioner Taylor moved and Commissioner Hay seconded to have the task force look at the options they may have regarding the Tauy Creek Bridge. All voted “yes.”

Jim Haag discussed the approval of a request to set a public hearing for 9:00 a.m. on January 2, 2008 to consider altering the 900 block of Georgia Road.

Jed Hermreck  944 Georgia Rd Williamsburg discussed the issue of Georgia Road.

Commissioner Hay moved and Commissioner Taylor seconded to hold a public hearing at 9:00 a.m. on January 2, 2008 to consider altering the 900 block of Georgia Road. All voted “yes.”

Lisa Johnson discussed a request to purchase McAfee virus protection licenses for 2008.

Commissioner Taylor moved and Commissioner Stottlemire seconded to approve the request to purchase McAfee virus protection licenses for 2008. All voted “yes.”

Lisa Johnson discussed an invoice from the Kansas Gas Service for work completed for the Courthouse Restoration Project.

Commissioner Hay moved and Commissioner Farrell seconded to approve the invoice from the Kansas Gas Service for work completed for the Courthouse Restoration Project. All voted “yes.”

Lisa Johnson discussed the Annex Lease Agreement between Franklin County and the Franklin County Extension to become effective March 1, 2008, to expire February 28, 2013.

Commissioner Hay moved and Commissioner Taylor seconded to approve the Annex Lease Agreement between Franklin County and the Franklin County Extension to become effective March 1, 2008, to expire February 28, 2013. All voted “yes.”

Lisa Johnson discussed the payment request #24 for the Elizabeth Layton Center CDBG Grant Project.

Commissioner Taylor moved and Commissioner Hay seconded to approve payment request #24 for the Elizabeth Layton Center CDBG Grant Project. All voted ‘yes.”

Commissioner Taylor moved and Commissioner Farrell seconded to adjourn at 7:30. All voted ‘yes.”
