BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chair Karen S Farrell called the meeting to order at 8:30 a.m.
Roll Call: Chair Karen S Farrell present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E. Taylor present and Commissioner Roy C Dunn present.
Chair Karen S Farrell asked all in attendance to join her in the Pledge of Allegiance.
Moment of silence.
Gene Hirt 125 South Street, Williamsburg discussed war memorial and the loss of Jim Bass.
Commissioner Hay moved and Commissioner Taylor seconded to approve the consent agenda as follows: minutes for April 23, 2008, claim vouchers for April 30th in the amount of $439,167.92 and tax change orders 2007-590 through 2007-592. All voted “yes”.
Chair Farrell read the following proclamation as follows:
Whereas, the entire community can effect positive change with any volunteer action no matter how big or small: and
Whereas, volunteers can connect with local community service opportunities through hundreds of community service organizations like Volunteer Centers; and
Whereas, millions of volunteers working in their communities utilize their time and talent daily to make a real difference in the lives of children, adults and the elderly; and
Whereas, during this week, all over the nation, service projects will be performed and volunteers recognized for their commitment to service; and
Whereas, the giving of oneself in service to another empowers the giver and the recipient; and
Whereas, experience teaches us that government by itself cannot solve all of our nation’s social problems; and
Whereas, our country’s volunteer force of over 64 million people is a great treasure; and
Whereas, volunteers are vital to our future as caring and productive nation,
The Board of Franklin County Commissioners, of Franklin County on behalf of its citizens, do herby proclaim the week of April 27th to May 2nd as
NATIONAL VOLUNTEER WEEK
And express the hope that this year’s observance will promote citizens to volunteer and communities to recognize those who serve throughout the County.
Commissioner Hay moved and Commissioner Taylor seconded to approve Proclamation 08-004 proclaiming the week of April 27 to May 2nd as National Volunteer Week. All voted “yes”.
Lisa Rivers discussed all of the community service organizations and citizens that volunteer in the community.
Ethel Wallace discussed Juvenile Services & Detention 1st Quarter revenues/reimbursement, Inmate Population, Truancy Supervision and District Juvenile Intake and Assessment reports.
Keith Clark discussed Juvenile Justice Authority FY2009 State Block Grant Application for Graduated Sanctions programming and additional awarding of $100,900 for a total of $408,186.
Commissioner Hay moved and Commissioner Stottlemire seconded to approve Juvenile Justice Authority FY2009 State Block Grant Application for Graduated Sanctions programming in the amount of $408,186. All voted “yes”.
Jim Haag opened 6 bids and engineers estimate for Project 2007-1 Missouri Road Bridge Replacement bids were as follows:

Commissioner Taylor moved and Commissioner Hay seconded to award the bid for Project 2007-1 Missouri Road Bridge Replacement after the review to the lowest responsible bidder. All voted “yes”.
Larry Walrod discussed rezoning application #0802-824 for Bush Farms to rezone approximately 5.47 acres from A-1 to RE located on the west side of California Rd between Jackson Rd and Rock Creek Rd.
Commissioner Taylor moved and Commissioner Dunn seconded to approve Resolution No. 08-016 rezoning approximately 5.47 acres owned by Bush Farms from A-1 to RE located in Section 25, Township 17, Range 17. All voted “yes”.
Sherry Wright discussed the expansion to the Franklin County War Memorial of two 5 x 4 foot extending walls at a cost of $17,696 and discussed the need for more funding. Board will hold a study session to discuss the need for funds and fund raising for the Memorial.
Commissioner Dunn moved and Commissioner Taylor seconded to approve the request and add two 5 x 4 foot extending walls at a cost of $17,696. All voted “yes”.
Lisa Johnson discussed foreclosure proceedings and the sale of real estate property for delinquent taxes.
Commissioner Taylor moved and Commissioner Hay seconded to approve Resolution No. 08-017 authorizing foreclosure proceedings and the sale of real estate for delinquent taxes. All voted “yes”.
Rick Sawin discussed the tons that were brought into the Transfer Station during Spring Clean Up weekend.
Commissioner Hay moved and Commissioner Taylor seconded to adjourn at 9:20. All voted “yes”.
