BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

Chair Karen S Farrell called the meeting to order at 6:30 p.m.

 

Roll Call: Chair Karen S Farrell present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E. Taylor present and Commissioner Roy C Dunn present.

 

Chair Karen S Farrell asked all in attendance to join her in the Pledge of Allegiance.

 

Moment of silence.

 

Helen Hood 1119 N Hickory Ottawa discussed not having invocation at meetings and the trail in Miami County into Franklin County complete to Vermont Rd.

 

Jed Hermreck 944 Georgia Rd Williamsburg discussed Georgia Rd and asked when it would be accepted to full maintenance, work that had been done on Douglas Rd, a lot of money has been spent on the Homewood exit and is the county taking care of erosion and K-68 corridor study breakdown.

 

Bob Wootten 3938 Nebraska Dr Ottawa discussed Nebraska Dr and Nevada receiving a lot of rock and most of it is in the ditch.

 

Gene Hirt 125 South St Williamsburg discussed breakdown of K-68 corridor monies, K-68 Hwy west of Ottawa, wind turbine generators and employee health insurance.

 

Helen Hood 1119 N Hickory Ottawa discussed K-68 Hwy west of Ottawa.

 

Marsha Funk 1650 Idaho Rd. Williamsburg discussed property taxes, valuations, requested a breakdown on how much having a county administration office has cost and meeting times.

 

Leroy Hildebrandt 2645 Indiana Terr., Ottawa discussed that commissioners should be looking out after community/county.

 

Commissioner Taylor moved and Commissioner Hay seconded to approve the consent agenda as follows: minutes for May 14th & 19th and claim vouchers dated May 15th in the amount of $609,667.02.  All voted “yes”.

 

Lisa Johnson discussed internship contract with Pinnacle Career Institute for Medical Assistants for the Health Department.

 

Commissioner Taylor moved and Commissioner Stottlemire seconded to approve a Medical Assistant Externship Agreement with Pinnacle Career Institute for the Franklin County Health Department.  All voted “yes”.

 

Nick Robbins read the following statement:

 

Ted McCurdy started work for Franklin County in 1975, this was when the ambulance service was located in the basement of the Sheriff office.  Ted was an Emergency Medical Technician at that time.  Throughout Ted’s years of service, he played an important part in making the ambulance service what it is today.  In 1980, Franklin County constructed the ambulance building at 14th and Cedar, which is still the main headquarters for Franklin County ambulance.  Ted was always working to keep the equipment and ambulances new and up-to-date to ensure the best medical care for the citizens of Franklin County.  In 1999, the ambulance service added an addition to the station to allow Ottawa fire department to house a fire truck and personnel.  At that time, Ted also worked a deal with Coffeyville community college to instruct a paramedic program in Franklin County.  This was finished in late 2000 and Franklin County then became a Type 1 EMS service that was able to offer advanced life support in the field to the patients.  Again ensuring the best medical care possible for the citizens of Franklin County.  Ted dedicated much of his life to public safety.  When I started working for Franklin County in November of 2001, I was impressed with Ted’s ability to keep equipment up to date with the ever-changing EMS world.  Ted was very willing to support his employees bettering themselves for the good of the service.  Ted retired in 2005 after 30 years of dedicated service.  Franklin County received Advance Life Support service of the year in 2005 which I know was a high point in
Ted’s career.  Many of the things that Ted started continue today at the ambulance service.  I am proud to say I worked for Ted, as I know many of his past employees will agree.  Unfortunately, Ted passed away in December of 2007.  His passing was a great loss to the EMS world.  Ted was known throughout the state and was honored in April by being inducted into the EMS Hall of Fame.  Ted’s picture will be displayed at the Kansas Board of EMS along with other great EMS leaders.  It gives me great pleasure tonight to ask the Board of County Commissioners to retire Ted McCurdy’s long time EMS number 601 in honor of his many years of hard work for Franklin County.

 

Commissioner Hay moved and Commissioner Taylor seconded to retire EMS number 601 in honor of Ted McCurdy and his years of service to Franklin County.  All voted “yes”.

 

Chair Farrell presented a plaque to Ted McCurdy’s mother.

Jim Hag discussed the K-68 corridor study steering committee meeting.

 

Jim Haag discussed the contract with Beachner Construction Co., Inc for the Missouri Road Bridge.

 

Commissioner Taylor moved and Commissioner Dunn seconded to sign a contract with Beachner Construction Co., Inc. in the amount of $375,516.81 for the Missouri Road Bridge project.  All voted “yes”.

 

Commissioner Dunn moved and Commissioner Stottlemire seconded to adjourn at 7:33.
