BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

Chair Karen S Farrell called the meeting to order at 6:30 p.m.

 

Roll Call: Chair Karen S Farrell present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E. Taylor present and Commissioner Roy C Dunn present.

 

Chair Karen S Farrell asked all in attendance to join her in the Pledge of Allegiance.

 

Invocation by Robert Gruenwald with Bible Baptist Church.

 

Billy E Burnett 1859 Reno Rd Ottawa discussed 4-wheelers in the country and chip seal on Sand Creek without a leveling course.

 

Jed Hermreck 944 Georgia Rd Williamsburg discussed cost of upgrading Georgia Rd, cost of upgrading Pawnee Rd, and the three tin whistles installed on Ellis on a minimum maintenance portion.

 

Gene Hirt 125 South St Williamsburg discussed City of Ottawa agenda and California Rd by Emerald Church.

 

Chet Leach 3881 Rock Creek Rd Rantoul discussed commissioner’s wages.

 

Marsha Funk 1650 Idaho Rd Williamsburg discussed outstanding taxes and the law needs to change to less than 3 years.

 

Billy E Burnett 1859 Reno Rd Ottawa discussed taxes and when you take care of your property you have to pay more taxes than someone that does not take care of there property.

 

Commissioner Hay moved and Commissioner Taylor seconded to approve the consent agenda as follows: minutes for August 13th and budget hearing minutes for August 13th, claim vouchers dated August 8th in the amount of $57,981.16 and claim vouchers dated August 15th in the amount of $752,361.29 and tax change orders 2007-654 through 2007-657.  All voted “yes”.

 

Lisa Johnson discussed constructing a salt shed at the Public Works Shop area and the options.  Lisa and Jim Haag recommended the Hi-Arch Gambrel.

 

Commissioner Taylor moved and Commissioner Dunn seconded to proceed with the Hi-Arch Gambrel salt shed with an estimated cost of $283,690.  Chair Farrell and Commissioners Dunn, Stottlemire and Taylor voted “yes”.  Commissioner Hay voted “no”.

 

Lisa Johnson discussed proposed 2009 operating budget.

 

Commissioner Dunn moved and Commissioner Taylor seconded to approve the proposed 2009 County operating budget with an Ad Valorem tax of $12,032,748.  Chair Farrell and Commissioners Dunn, Stottlemire and Taylor voted “yes”.  Commissioner Hay voted “no”.

 

Commissioner Taylor moved and Commissioner Dunn seconded to go into an executive session for 15 minutes at 7:18 for attorney client privileges with Board and Lisa Johnson present.  All voted “yes”.  Chair Farrell opened the meeting at 7:23 and reported no action taken, no decisions made.

 

Commissioner Taylor moved and Commissioner Hay seconded to adjourn at 7:24.  All voted “yes”.
