BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

Chair Karen S Farrell called the meeting to order at 8:30 a.m.

 

Roll Call: Chair Karen S Farrell present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E Taylor absent and Commissioner Roy C Dunn present.

 

Chair Karen S Farrell asked all in attendance to join her in the Pledge of Allegiance.

 

Invocation by Reverend Gail Davis of Grace Episcopal Church.

 

Tim Gates with a real estate company and agent for Mark Shay asked to discuss annexation of property into City of Ottawa.  Chair Farrell said they were setting a hearing for the annexation.

 

Gene Hirt 125 South Williamsburg discussed fracture critical bridges and bridges on minimum maintenance roads.

 

Commissioner Hay moved and Commissioner Stottlemire seconded to approve the consent agenda as follows:  minutes for September 3, 2008 and September 8, 2008 and tax change orders 2007-667 and 2007-668.  All voted “yes”.

 

Lisa Johnson read the following proclamation:

 

WHEREAS, the Department of Homeland Security has designated September as National Preparedness Month across America; and

WHEREAS, National Preparedness Month is an opportunity to raise awareness about the importance of emergency preparedness and to encourage all Americans to better prepare their homes and communities for emergencies.

WHEREAS, National Preparedness Month is also an opportunity to pay tribute to America's first responders who put themselves at risk for the safety of their fellow citizens. These brave Law Enforcement officers, firefighters, and emergency service personnel exemplify the compassion and commitment that help strengthen our country.

WHEREAS, in the event of any natural disaster, large-scale emergency or terrorist attack, America’s first line of defense is provided by first responders, including local Law Enforcement, firefighters and emergency medical professionals, who, when properly trained and equipped, have the greatest potential to save lives and limit casualties after a disaster or terrorist attack; and

 

WHEREAS,  Franklin County’s Hazard Analysis found Natural Hazards, Technological Hazards, and Transportation Hazards as events that could escalate into cascading events that can be mitigated through the implementation of risk reductions measures; and

 

WHEREAS, National Preparedness Month focuses on family emergency preparedness and encourages Americans to take simple steps to prepare for emergencies in their homes, businesses and schools; and

 

WHEREAS, Franklin County Emergency Management encourages citizens to make plans with and for their family members as to where to take shelter should a cascading event become eminent and to make plans as to where to meet should family members become separated; and 

 

WHEREAS, Franklin County Emergency Management risk assessments include events that could cause disruption of life supporting services citizens are encouraged to develop to go kits with supplies to support each family member and pet for a 72 hour period.

 

NOW, THEREFORE, we, the Franklin County Board of Commissioners, proclaim September

 

EMERGENCY PREPAREDNESS MONTH

 

and encourages all citizens and organizations to take action to become prepared for any disaster or emergency.

 

Commissioner Dunn moved and Commissioner Hay seconded to approve Proclamation No. 08-006 declaring the month of September as Emergency Preparedness Month.  All voted “yes”.

 

Jim Haag discussed waiving the purchasing policy and authorizing Hi Plains, Inc to perform repairs to Bridge No 16.6-12.1 caused by an accident in the estimated amount of $7,478.

 

Commissioner Stottlemire moved and Commissioner Dunn seconded to waive the purchasing policy and authorize Hi Plains, Inc to perform repairs to bridge on Osborne Terr., west of town in the estimated amount of $7,478.  All voted “yes”.

 

Jim Haag discussed authorizing the Chair and County Clerk to execute Agreement #275-08 detailing KDOT and Franklin Counties responsibilities for Project #30 C-4149-01 Vermont Road Bridge Replacement.

 

Commissioner Dunn moved and Commissioner Hay seconded to authorize the Chair and County Clerk to execute agreement with KDOT on the Vermont Road Bridge Replacement.  All voted “yes”.

 

Larry Walrod discussed that three, 3 year terms on the Franklin County Planning Commission are expiring on September 30th.  Jeffrey Richards would like to be re-appointed.  Kevin Spencer has served the maximum of nine years and Mary Ransom indicated that she feels it is inappropriate for her to serve any longer.

 

Commissioner Hay moved and Commissioner Dunn seconded to approve advertising to fill two appointments on the Planning Commission and re-appoint Jeffrey Richards to another 3 year term.  All voted “yes”.

 

Lisa Johnson discussed setting a public hearing on November 12, 2008 at 8:45 in the matter of the annexation of land in the Southwest Quarter of Section 13, and the Northwest Quarter of Section 24, Township 17, Range 19.

 

Commissioner Hay moved and Commissioner Dunn seconded to set a public hearing on November 12, 2008 at 8:45 to consider annexing land into the City of Ottawa located in Sections 13 and 24, Township 17, Range 19.  All voted “yes”.

 

Commissioner Stottlemire moved and Commissioner Hay seconded to adjourn at 8:55.  All voted “yes”.
