BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

Chair Karen S Farrell called the meeting to order at 8:30 a.m.

 

Roll Call: Chair Karen S Farrell present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E Taylor present and Commissioner Roy C Dunn present.

 

Chair Karen S Farrell asked all in attendance to join her in the Pledge of Allegiance.

 

Invocation by Reverend Robert Gruenwald with Bible Baptist Church.

 

Ed Clark, President of Over the Road Gang presented plaque to the Board and thanked them for their support with their annual River Run.

 

Commissioner Taylor moved and Commissioner Dunn seconded to approve the consent agenda as follows: minutes for September 17th and September 22nd, claim vouchers dated September 19, 2008 in the amount of $28,005.06 and claim vouchers dated September 23, 2008 in the amount of $45,396.54 and change orders 2007-674 through 2007-679.  All voted “yes”.

 

Chair Farrell read the following Proclamation:

 

Put the Brakes on Fatalities Day

October 10, 2008

To the People of Franklin County, Greetings:

 

WHEREAS, Traffic crashes cause more then 43,000 fatalities each year nationwide and are the leading cause of death for people ages 3 to 33; and

 

WHEREAS, Traffic crashes in Kansas killed 416 people last year; and

 

WHEREAS, More than 60 percent of all people killed in vehicle crashes in Kansas in 2007 were totally unrestrained; and

 

WHEREAS, Alcohol-related crashes account for 28 percent of all traffic fatalities in 2007; and

 

WHEREAS, Deaths and injuries on U.S. highway cost society more then $150 billion annually; and

 

WHEREAS, Safe driving behaviors such as the use of seat belts, not drinking and driving and obeying traffic laws would dramatically reduce the number of traffic-related injuries and deaths; and

 

WHEREAS, The continued development of safer vehicles and protective traffic safety equipment, such as helmets, will enhance people’s ability to protect themselves and their families from preventable and tragic permanent injuries and deaths:

 

NOW THEREFORE, I, Karen S. Farrell, do hereby proclaim October 10, 2008, as,

 

Put the Brakes on Fatalities Day

 

in Franklin County, Kansas and call upon everyone to help save lives by spreading these important messages throughout our communities.  

 

Commissioner Dunn moved and Commissioner Hay seconded to approve Proclamation No. 08-07 proclaiming October 10, 2008 as Put the Brakes on Fatalities Day.  All voted “yes”.

 

Lisa Johnson discussed the agreement with the Historical Society for utilities at the Storage Facility.

 

Commissioner Taylor moved and Commissioner Stottlemire seconded to approve the agreement with the Historical Society for utilities at the Storage Facility.  All voted “yes”.

 

Lisa Johnson discussed the Franklin County Strategic Plan.

 

Commissioner Stottlemire moved and Commissioner Taylor seconded to approve Resolution No. 08-043 Charging Ottawa/Franklin County Economic Development to Create a Strategic Plan to Retain Franklin County as a Non-Metropolitan Business Region Designation.  All voted “yes”.

 

Keith Clark discussed the appointment of Judge Kevin Kimball to the Fourth Judicial District Community Corrections Advisory Board.

 

Commissioner Hay moved and Commissioner Stottlemire seconded to appoint Judge Kevin Kimball to the 4th Judicial District Community Corrections Advisory Board.  All voted “yes”.

 

Keith Clark discussed the Kansas Department of Corrections FY2008 Year End Outcome Report for the 4th Judicial District Community Corrections including offenders sentenced to AISP supervision, offenders assigned to AISP program, offenders terminated from the AISP program and offenders identified as absconders.

 

Commissioner Hay moved and Commissioner Taylor seconded to approve the Kansas Department of Corrections FY2008 Year End Outcome Report for the 4th Judicial District Community Corrections.  All voted “yes”.

 

Board presented Midge Ransom with a Letter and Plaque for service on the Franklin County Planning Commission.

 

Midge Ransom discussed WIC 2008-2009 contract in the amount of $75,481.

 

Commissioner Taylor moved and Commissioner Dunn seconded to approve the WIC 2008-2009 contract in the amount of $75,481.  All voted “yes”.

 

Nick Robbins discussed August Ambulance report including activity, number of runs, total services billed, total collected and write-offs.

 

Commissioner Hay moved and Commissioner Stottlemire seconded to approve the Ambulance Department write-offs for the month of August in the amount of $29,478.25 and to send $15,650.26 to the State set-off program.  All voted “yes”.

 

Larry Walrod discussed rezoning application #0806-860 for Linda Wisely to rezone approximately 10 acres from A-1 to RE located on the West side of Texas Rd between Rock Creek Terr and Rock Creek Rd.

 

Commissioner Taylor moved and Commissioner Dunn seconded to approve Resolution No. 08-044 rezone approximately 10 acres owned by Linda Wisely from A-1 to RE located in Section 24, Township 17, Range 20.  Chair Farrell and Commissioners Dunn, Hay and Taylor voted “yes”.  Commissioner Stottlemire abstained.

 

Jim Haag discussed approving a solicitation of bids for painting pavement markings.

 

Commissioner Taylor moved and Commissioner Stottlemire seconded to solicit bids to paint pavement markings.  All voted “yes”.

 

Jim Haag discussed authorizing the Chair and County Clerk to execute necessary documents for the Kansas Department of Transportation Revolving Loan No. TR-0091.

 

Commissioner Taylor moved and Commissioner Stottlemire seconded to approve Resolution No. 08-045 and authorize the Chair and County Clerk to execute the necessary documents for the Revolving Loan No. TR-0091.  All voted “yes”.

 

Lisa Johnson discussed landscaping proposals for the Courthouse Lawn.  Proposals were received from Bush Gardens Landscaping, Sandcreek Nursery and Top Seed Lawn Service.

 

Commissioner Dunn moved and Commissioner Hay seconded to table decision and place on next weeks agenda.  All voted “yes”.

 

Commissioner Dunn moved and Commissioner Stottlemire seconded to adjourn at 9:17.  All voted “yes”.
