BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chair Karen S Farrell called the meeting to order at 8:30 a.m.
Roll Call: Chair Karen S Farrell present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E Taylor absent and Commissioner Roy C Dunn present.
Chair Karen S Farrell asked all in attendance to join her in the Pledge of Allegiance.
Moment of silence.
Lisa Johnson discussed a request from the Veterans Day Celebration Committee requesting the use of the Courthouse lawn on Nov 8th and provide funding in the amount of $1,000. Board agreed with request.
Bryan Armstrong, President of Kansas Emergency Management Association presented Alan Radcliffe with the 2008 Emergency Management Professional of the Year Award.

Public Comment: No comments.
Commissioner Dunn moved and Commissioner Hay seconded to approve the minutes for October 1st and Oct 6th, 2008. All voted “yes”.
Chair Farrell read the following Proclamation:
Whereas, women, men, and children continue to survive violence in their own homes; and
Whereas, Franklin County has one of the highest per capita incidences of reported domestic violence cases in Kansas; and
Whereas, the problems of domestic violence are not confined to any group or groups of people, but cross all economic, racial and social barriers; and
Whereas, domestic violence can result in emotional damage, physical harm and/or death to members of families; and
Whereas, Franklin County, Kansas, complies with SB-356 that requires all law enforcement agencies in Kansas to adopt written policies regarding domestic violence calls; and
Whereas, during October 2008, Women’s Transitional Care Services and other concerned agencies and groups in Franklin County sponsor and promote Domestic Violence Awareness Month to focus community-wide attention on battered women, men and their children and to promote support of shelters and community programs that serve them;
Now therefore, the Franklin County Board of Commissioners hereby proclaims October 2008
in Franklin County, Kansas, and urges all its citizens to actively support and participate in ongoing programs designed to reduce and eventually eliminate domestic violence as a societal problem.
Commissioner Hay moved and Commissioner Dunn seconded to approve Proclamation 08-008 proclaiming October as Domestic Violence Awareness Month. All voted “yes”.
Alan Radcliffe discussed Emergency Management Planning Grant in the estimated amount of $27,000.
Commissioner Hay moved and Commissioner Stottlemire seconded to sign and accept the Emergency Management Planning Grant in the estimated amount of $27,000. All voted “yes”.
Jim Haag opened bids for painted pavement marking.
Midwest Stripping $63,375
RoadSafe Traffic Systems $71,300
Commissioner Hay moved and Commissioner Stottlemire seconded to accept the bid of Midwest Stripping in the amount of $63,375. All voted “yes”.
Lisa Johnson discussed submitting a name to be appointed to the Kansas County Association Multiline Pool nominating committee.
Commissioner Stottlemire moved and Commissioner Dunn seconded to not submit a name to the KCAMP nominating committee. All voted “yes”.
Lisa Johnson discussed appointing voting delegates for the KCAMP and KAC Annual Meeting.
Commissioner Dunn moved and Commissioner Hay seconded to appoint Commissioner Stottlemire as the voting delegate to the KCAMP Annual Meeting. Chair Farrell and Commissioners Dunn and Hay voted “yes”. Commissioner Stottlemire abstained.
Commissioner Dunn moved and Commissioner Stottlemire seconded to appoint Commissioner Hay as the alternate voting delegate to the KCAMP Annual Meeting. Chair Farrell and Commissioners Dunn and Stottlemire voted “yes”. Commissioner Hay abstained.
Commissioner Stottlemire moved and Commissioner Dunn seconded to appoint Chair Farrell as the voting delegate to the KAC. Commissioners Dunn, Hay and Stottlemire voted “yes”. Chair Farrell abstained.
Commissioner Dunn moved and Commissioner Farrell seconded to appoint Commissioner Stottlemire as the1st alternate voting delegate to the KAC. Chair Farrell and Commissioners Dunn and Hay voted “yes”. Commissioner Stottlemire abstained.
Commissioner Dunn moved and Commissioner Stottlemire seconded to appoint Commissioner Hay as the 2nd alternate voting delegate to the KAC. Chair Farrell and Commissioners Dunn and Stottlemire voted “yes”. Commissioner Hay abstained.
Lisa Johnson discussed appointing a Commissioner to the steering committee for the Strategic Plan.
Commissioner Stottlemire moved and Commissioner Dunn seconded to appoint Chair Farrell to the steering committee for the Strategic Plan. Commissioners Dunn, Hay and Stottlemire voted “yes”. Chair Farrell abstained.
Commissioner Stottlemire moved and Commissioner Dunn seconded to adjourn at 9:06. All voted “yes”.
