BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

Chair Karen S Farrell called the meeting to order at 8:30 a.m.

 

Roll Call: Chair Karen S Farrell present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E Taylor present and Commissioner Roy C Dunn absent.

 

Chair Karen S Farrell asked all in attendance to join her in the Pledge of Allegiance.

 

Invocation by Reverend Joel Frederickson with First Baptist Church.

 

Craig David presented Dispatcher Emily Wood with a Lifesaving Award for action on delivering a baby.

 

Gene Hirt 125 South St Williamsburg discussed GPS’s for Ambulances, wind energy systems in City of Ottawa and what wind turbines do for communities.

 

Commissioner Hay moved and Commissioner Taylor seconded to approve the consent agenda as follows: minutes for November 19th and payroll dated November 30th in the amount of $951,093.17.  All voted “yes”.

 

Chair Farrell opened a public hearing at 8:53 for the purpose of hearing and answering objections relating to amending the 2008 county budget.

 

Gene Hirt 125 South St Williamsburg discussed concerns about Road and Bridge amendments.

 

With no further comments, Chair Farrell closed the public hearing at 8:55.

 

Commissioner Stottlemire moved and Commissioner Taylor seconded to approve the amended 2008 county budget.  All voted “yes”.

 

Tom Weigand, Director of Ottawa/Franklin County Economic Development discussed annual report.

 

Commissioner Roy C. Dunn arrived at 9:05.

 

Tom Weigand discussed 2009 O/FCED Agreement.

 

Commissioner Taylor moved and Commissioner Dunn seconded to approve the 2009 O/FCED agreement between Franklin County, City of Ottawa and O/FCED.  Chair Farrell and Commissioners Dunn, Stottlemire and Taylor voted “yes”.  Commissioner Hay voted “no”.

 

Larry Walrod discussed a request from David and Kathy Kurtz to waive the building permit fee to replace a residence destroyed by fire.

 

Commissioner Hay moved and Commissioner Taylor seconded to waive the building permit fee for David and Kathy Kurtz whose home was destroyed by a fire.  All voted “yes”.

 

Larry Walrod discussed Grant of Easement for Lot Split #0811-896 for Chris and Carlene Canterbury to divide approximately 61.64 acres into a 55.39 acre tract and a 6.25 acre tract and the need to dedicate additional right of way for road and utility purposes.

 

Commissioner Taylor moved and Commissioner Dunn seconded to accept the Grant of Easement from Christopher B and Carlene J Canterbury located in Section 31, Township 15, Range 21.  All voted “yes”.

 

Larry Walrod discussed Centropolis Sewer District repairs.

 

Jim Haag discussed finding some salt for snow/ice.

 

Commissioner Stottlemire moved and Commissioner Taylor seconded to approve the purchase of 150 tons of salt from Thompson Trucking at $58 per ton.  All voted “yes”.

 

Commissioner Taylor moved and Commissioner Hay seconded to adjourn at 9:40.  All voted “yes”.
