BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chair Karen S Farrell called the reorganization meeting to order at 8:30 a.m.
Roll Call: Chair Karen S Farrell present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner John E Taylor present and Commissioner Roy C Dunn absent.
Chair Karen S Farrell asked all in attendance to join her in the Pledge of Allegiance.
Joann Fluke gave the invocation.
Commissioner Taylor moved and Commissioner Stottlemire seconded to adjourn the current commission at 8:32. All voted “yes”.
Judge Sachse swore in John E Taylor as 2nd District County Commissioner, David Hood as 3rd District County Commissioner, Craig Davis as Sheriff, Shari Perry as County Clerk, Sue McCay as Register of Deeds and Heather Jones as County Attorney.
Chair Farrell opened the meeting at 9:00 with Chair Farrell and Commissioner Stottlemire, Hay, Taylor and Hood present.
Commissioner Stottlemire moved and Chair Farrell seconded to appoint John E “Ed” Taylor as Chair. Chair Farrell and Commissioners Stottlemire and Taylor voted “yes”. Commissioners Hay and Hood voted “no”.
Commissioner Farrell turned the gavel over to Chair Taylor.
Commissioner Hood moved to appoint Don Hay as Vice-Chair. Died for lack of second.
Commissioner Farrell moved and Chair Taylor seconded to appoint Don Stottlemire as Vice-Chair. Chair Taylor and Commissioners Farrell and Stottlemire voted “yes”. Commissioners Hay and Hood voted “no”.
Commissioner Hood moved to appoint the Ottawa Shopper as the official newspaper. Lisa Johnson said the Ottawa Shopper did not qualified newspaper.
Commissioner Stottlemire moved and Commissioner Farrell seconded to appoint the Ottawa Herald as the official newspaper. Chair Taylor and Commissioners Hay, Farrell, Stottlemire voted “yes”. Commissioner Hood voted “no”.
Commissioner Hood moved and Commissioner Hay seconded to hold study sessions on Monday’s as needed and regular meetings the 1st and 3rd Wednesday’s evening at 6:30pm and the 2nd and 4th Wednesday’s at 8:30 am. All voted “yes”.
Commissioner Stottlemire moved and Commissioner Hood seconded to appoint Commissioner Farrell to the Neighborhood Revitalization Board. Chair Taylor and Commissioners Hay, Hood and Stottlemire voted “yes”. Commissioner Farrell abstained.
Commissioner Farrell moved and Commissioner Stottlemire seconded to appoint Chairman Taylor to the Ottawa Franklin County Economic Development Board. All voted “yes”.
Commissioner Farrell moved and Commissioner Hood seconded to appoint Vice Chair Stottlemire to attend the Ottawa Chamber of Commerce Board Meetings. Chair Taylor and Commissioners Farrell, Hood and Stottlemire voted “yes”. Commissioner Hay voted “no”.
Commissioner Farrell moved and Commissioner Stottlemire seconded to appoint Chairman Taylor to attend the Ransom Memorial Hospital Board Meetings. Chair Taylor and Commissioners Farrell and Stottlemire voted “yes”. Commissioners Hay and Hood voted “no”.
Commissioner Farrell moved and Commissioner Hay seconded to appoint Commissioner Stottlemire to the RC&D Board. Chair Taylor and Commissioner Farrell and Hay voted “yes”. Commissioner Hood voted “no”. Commissioner Stottlemire abstained.
Commissioner Farrell moved and Commissioner Hay seconded to appoint Commissioner Hood to be the representative to the Lake Region Committee. Chair Taylor and Commissioners Hay, Farrell and Stottlemire voted “yes”. Commissioner Hood abstained.
Commissioner Hood moved and Commissioner Farrell seconded to appoint Commissioner Hay to the Tourism Board. Chair Taylor and Commissioners Farrell, Hood and Stottlemire voted “yes”. Commissioner Hay abstained.
Commissioner Hood moved and Commissioner Hay seconded to appoint Commissioner Farrell to attend the Wellsville Chamber of Commerce Board Meetings. Chair Taylor and Commissioners Hay, Hood and Stottlemire voted “yes”. Commissioner Farrell abstained.
Board agreed that Commissioner Hay be the county representative for ECKAN.
Commissioner Hay moved and Commissioner Hood seconded to pay legal bill of county clerk. Commissioners Farrell, Hay and Hood voted “yes”. Chair Taylor and Commissioner Stottlemire voted “no”.
Commissioner Hay moved and Commissioner Hood seconded to go into an executive session for personnel of non-elected with the Board present at 9:15 for 30 minutes. Chair Taylor opened the meeting at 9:33 and reported no action taken, no decisions made.
Commissioner Farrell moved and Commissioner Hood seconded to adjourn at 9:34 am. All voted “yes”.
