BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chair John E Taylor called the study session to order at 8:30 a.m. All present.
Jim Haag introduced Louis Funk with Bartlett & West and Bill Kern with Rural Water District #6 they discussed the cost of $44,550 for relocating the waterline to allow the reconstruction of the Vermont Road Bridge. Jim Haag was asked to contact Cook, Flatt & Strobel and see if the project could be re-graded to eliminate the need to relocate the waterline.
Jim Haag discussed waiving the purchasing policy and allow Tank Tech to clean the diesel tank at the Public Works Shop of fungus growth at a cost of $6,798.50. Board asked Jim to find out cost of a new tank and to place it on the February 4th agenda.
Tom Weigand discussed draft 2009 Strategic Plan for Franklin County including: The Mission, The Strategy, Community Description, Vision Statement, Participants, Results, Prioritization, Action Plan and Top 5 Major Issues.
Chris Paus discussed 2009 Lake Region Solid Waste Management Plan.
Steve Brown discussed proposals that were submitted for the digital orthographic aerial photography. The lowest bid that meets the request for proposals is from Williams-Stackhouse, Inc. in the amount of $37,575.
Lisa Johnson discussed items for agenda for 2009 including: State Representatives and Department Updates and Franklin County Outside Agency Updates and ask Board about hosting a County Summit during County Government Week in May. Board asked to have quarterly reports from agencies that receive tax dollars.
Shari Perry discussed the incidents that lead up to and followed a legal bill that she acquired from taking the Board of County Commissioners to court over duties of county payroll.
Board recessed at 9:45. Back in session at 9:55.
Board discussed County Administrator form of government.
