BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

Chair John E Taylor called the meeting to order at 6:30 p.m.

 

Roll Call: Chair John E Taylor present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner Karen S Farrell present and Commissioner David J Hood present.

 

Chair John E Taylor asked all in attendance to join him in the Pledge of Allegiance.

 

Invocation by Sharon Cook with Faith Hope and Love Outreach.

 

Randy Duvall 601 Jackson Rd Pomona discussed lack of law on vicious dogs.

 

Nancy Newberry 2362 Delaware Rd Pomona discussed minimum maintenance road that she built a house on.  She has had to leave her car ½ mile from her house and walk.  She now has ditches and can drive in and out, she pays taxes and would like gravel.  She has received an estimate from the county about how much gravel would cost.

 

Leroy Hildebrandt 2645 Indiana Terr Ottawa discussed when a lot of roads were made minimum maintenance, sales tax on vendors and cleaning of the diesel tanks.

 

Freon Hollinger 3090 Neosho Rd Ottawa discussed Strategic Planning Survey and Meetings.

 

Gene Hirt 125 South St Williamsburg discussed Newberry situation and that Commission needs to help and that resolutions and policy need to be handled case by case and that fees can be waived in hard ship cases.

 

Jed Hermreck 944 Georgia Rd Williamsburg discussed putting in a turn around after his driveway and that the county needs to take into consideration taxes that have been paid by Newberry and that they can not even get an ambulance to their house.

 

Commissioner Farrell moved and Commissioner Stottlemire seconded to approve the consent agenda as follows: minutes for January 26 and 28 and February 2, claim vouchers dated January 31, ,2009 in the amount of $238,616.62, tax change orders 2008-160 through 2008-191 and payroll dated January 31, 2009 in the amount of $988,344.42.  All voted “yes”.

 

Lisa Johnson discussed waiving the dump fees for the Over the Road Gang for the Ol’ Marais des Cygnes River Run the weekend of September 18 – 20 and allowing them to use the courthouse lawn on September 19th.

 

Commissioner Hood moved and Commissioner Farrell seconded to waive the dump fees for the Over the Road Gang and to allow the use of the courthouse lawn.  All voted “yes”.

 

Alan Radcliffe discussed Emergency Management Performance Grant in the amount of $15,000.

 

Commissioner Hood moved and Commissioner Hay seconded to approve Emergency Management Performance Grant and approve proposal with EFM to provide Typed Resource Inventory Services.  All voted “yes”.

 

Jim Haag discussed agreement with Purple Wave to sell surplus property.

 

Commissioner Farrell moved and Commissioner Hood seconded to execute agreement with Purple Wave to sell a 1992 GMC, a Lincoln Gas Portable Welder and a Sanborn Air Compressor.  All voted “yes”.

 

Jim Haag discussed that he had located another vendor that cleans diesel tanks and had not received a quote for the purchase of a new diesel tank and asked Board to table decision for two weeks.

 

Commissioner Farrell moved and Commissioner Hay seconded to table any decisions on diesel tank at Public Works Shop for two weeks.  All voted “yes”.

 

Larry Walrod discussed waiving building permit fee for John and Carolyn Rubick to replace home that was destroyed by fire.

 

Commissioner Hay moved and Commissioner Hood seconded to waive the building permit fee for John and Carolyn Rubick to replace their home that was destroyed by fire, inspections will still be required.  All voted “yes”.

 

Larry Walrod discussed amendment to the County Zoning Regulations, Article 11-C2 Highway Commercial, Section 11-3 Special Use Permit.

 

Commissioner Farrell moved and Commissioner Stottlemire seconded to approve Resolution No. 09-09 amendments to Article 11 (C-2 Highway Commercial), Section 11-3 (Special Uses) of the Franklin County Zoning Regulations for the unincorporated areas of the County.  All voted “yes”.

 

Larry Walrod discussed testimony to House Energy and Utilities Committee by Randall Allen regarding HB 2043.

 

Commissioner Farrell moved and Commissioner Hood seconded to send a letter to House Energy and Utilities Committee and Representatives regarding HB 2043.  Chair Taylor and Commissioner Farrell, Hood and Stottlemire voted “yes”.  Commissioner Hay voted “no”.  

 

Commissioner Hay moved and Commissioner Hood seconded to adjourn at 7:30 pm.  All voted “yes”.
