BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chair John E Taylor called the meeting to order at 6:30 p.m.
Roll Call: Chair John E Taylor present, Commissioner Donald R. Stottlemire present, Commissioner Donald C. Hay present, Commissioner Karen S Farrell present and Commissioner David J Hood present.
Chair John E Taylor asked all in attendance to join him in the Pledge of Allegiance.
Invocation by Reverend Stan Hickman with First Christian Church.
Board agreed to flip a coin to decide the vacant position of Pottawatomie Township Clerk. Margaret Arnett won the toss.
Board agreed to have Lisa Johnson represent the Lincoln Ottawa Harrison Township Fire District and have her do an opinion letter on behalf of the 1994 Fire Truck that they have recently purchased and financed through Kansas State Bank.
Gene Hirt 125 South St Williamsburg discussed vehicle bids, waiving the bidding process for the floor and the wiring of the new salt facility and the bidding of a new ice machine for Public Works.
Phil Martin 402 N Main St Ottawa discussed Ottawa Ford has teamed up with Kansas Fleet.
Leroy Hildebrandt 2645 Indiana Terr Ottawa discussed the patrol cars and that the used vehicles should be not be traded in but sold out right.
Helen Hood 1119 N Hickory Ottawa discussed selling patrol cars on purple wave.
Commissioner Hay moved and Commissioner Hood seconded to approve the consent agenda as follows: minutes for February 11tth 2009, claim vouchers dated February 15th 2009 in the amount of $545557.65 and tax change orders 2008-194 and 2008-195. All voted “yes”.
Commissioner Farrell moved and Commissioner Stottlemire seconded to approve the contract between Franklin County and Williams-Stackhouse, Inc. for digital orthographic aerial photography in the amount of $37,575. All voted “yes”.
Craig Davis discussed patrol vehicle bids that were submitted.
Commissioner Hay moved to accept the bid from Shawnee Mission Ford. Died for the lack of second.
Commissioner Hood moved and Commissioner Farrell seconded to accept the bid from Ottawa Ford including trade-ins for the purchase of three vehicles and trading in three vehicles in the amount of $20,416 each after trade. Chair Taylor and Commissioners Farrell, Hood and Stottlemire voted “yes”. Commissioner Hay voted “no”.
Jim Haag discussed authorizing the Chairman to execute the Unofficial Detour Agreement for repairs to Reno Road caused by Project #59-30 K 7889-01.
Commissioner Hay moved and Commissioner Farrell seconded to authorize the Chairman to execute the Unofficial Detour Agreement for Repairs to Reno Road caused by Project #59-30 K 7889-01. All voted “yes”.
Jim Haag discussed awarding bid for tires.
Commissioner Hay moved and Commissioner Hood seconded to award the bids to the following for tires: Bid #1 to GCR, Bid #2 to Allied Tire, Bid #3 to GCR, Bid #4 to Allied Tire, Bid #5 to Bienie’s Body Shop and Bid $6 to GCR All voted “yes”.
Jim Haag discussed waiving the purchasing policy and approving the proposal from Killough Inc. to place an 8’ floor in the Salt Storage Facility in the amount of $17,717.45.
Commissioner Hay moved and Commissioner Farrell seconded to waive the purchasing policy and approve the proposal from Killough Inc. to place an 8’ floor in the Salt Storage Facility. Chair Taylor and Commissioner Farrell, Hay and Stottlemire voted “yes”. Commissioner Hood voted “no”.
Jim Haag discussed waiving the purchasing policy and awarding the bid for the Salt Shed Facility wiring to Performance Electric in the amount of $4,387.00.
Commissioner Farrell moved and Commissioner Stottlemire seconded to waive the purchasing policy and award the bid for the Salt Shed wiring to Performance Electric. Chair Taylor and Commissioners Farrell and Stottlemire voted “yes”. Commissioners Hay and Hood voted “no”.
Jim Haag discussed waiving the purchasing policy and award the bid for an ice machine for the Public Works Shop to Lawrence Refrigeration & Ice Making Equipment in the amount of $2,232.05.
Commissioner Hood moved and Commissioner Hay seconded to table the purchasing of the ice machine for Public Works until three bids are received. Commissioner Hay and Hood voted “yes”. Chair Taylor and Commissioners Farrell and Stottlemire voted “no”.
Commissioner Farrell moved and Commissioner Stottlemire seconded to waive the purchasing policy and purchase an ice machine from Lawrence Refrigeration & Ice Making Equipment. Chair Taylor and Commissioners Farrell, Hay and Stottlemire voted “yes”. Commissioner Hood voted “no”.
Commissioner Farrell moved and Commissioner Hood seconded to adjourn at 7:25 pm. All voted “yes”.
