BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chair John E Taylor called the study session to order at 8:30 a.m. All present.
Sharon Geiss with Franklin County Services for the Elderly gave Board an update on the 2008 financial report.
Nick Robbins discussed 2000 Osage Ambulance that Johnson County Community College committed verbally to purchasing but because of budgets cuts they are unable to purchase. Board discussed keeping the ambulance and placing it at the Ottawa Fire Department without a crew to run it, it would just be a back up.
Jim Haag discussed proposed amendment to the 15 year pavement warranty by KOCH on Vermont Rd from K-68 South to John Brown Rd. The warranty used a surfacing index to calculate reimbursements due to KOCH. The surfacing index is no longer being produced. KOCH is proposing the Second Amendment to the 15 year pavement warranty.
Jim Haag discussed potential use of funds for District 4 from the American Recovery and Reinvestment Act of 2009 for construction projects. Potential projects would be Sand Creek Bridge deck overlay between Nebraska and Nevada and overlay on 36 mile project of at least 2”. The deadline to apply for funds is March 13th and Jim and Lisa will submit application.
Larry Walrod discussed hardship mobile homes. The Planning Commission unanimous voted that the current Franklin County Zoning Regulations were adequate to serve the citizens of Franklin County and no change was needed. There is only one dwelling unit per lot or tract allowed.
Leroy Hildebrandt discussed there should be no reason he should not be able to replace the mobile home that was destroyed by fire.
Commissioner Hood asked that the Wellsville Ambulance Station Agreement be placed on the Commission agenda.
