BOARD OF FRANKLIN COUNTY COMMISSIONERS

Chair Ed Taylor called the study session to order at 8:30 a.m.  All present.

Bob Chamber with Cook, Flatt & Strobel Engineers, P.A. discussed the bridge inspection program in Franklin County. Hugh Bogle, Area Engineer, with KDOT was not able to attend the meeting.

Rick Porter with the Lake Region RC & D discussed the annual report, 2009 Work Plan and also the 2009 to 2013 Area Plans.

Diane Drake and John Pieman with the Elizabeth Layton Center discussed funding changes and annual update for 2008.

Darren Hibdon with the Franklin County Extension Office discussed the changes and annual update for 2008. Rebecca McFarland discussed the Walk Kansas and the other programs that she will working with USD 290 and the surrounding area school districts. Jo Ellen Arnold discussed the 4-H program.

Midge Ransom discussed the Franklin County Health and Wellness Plan.

Lisa Johnson discussed the Project requests using the Recovery Fund and send applications for an overlay on Labette Road between Colorado and Idaho and an application for a mill and concrete overlay for the bridge on Sand creek between Nebraska and Nevada and an overlay on John Brown Road.

Lisa Johnson discussed the format of the Franklin County Commission Meeting Agendas regarding public comment and having public comment after every agenda item and have a time limit of three minutes.

Recess until 1:00 for the tour of the Douglas County Juvenile Detention Center.

With no further discussion the study session was adjourned at 10:20.
