BOARD OF FRANKLIN COUNTY COMMISSIONERS
Vice Chair Donald R Stottlemire called the meeting to order at 6:30 p.m.
Roll Call: Chair John E Taylor absent, Vice Chair Donald R. Stottlemire present, Commissioner Karen S Farrell present, Commissioner Donald C. Hay present, and Commissioner David J Hood present.
Vice Chair Donald R Stottlemire asked all in attendance to join him in the Pledge of Allegiance.
Invocation by Dave Burns with Foundation Church.
Randy Allen, Executive Director of Kansas Association of Counties discussed bills, gas tax, alcohol monies, mental health services, taxation, consolidation and educational training.
Della Sandgren 2408 Brushcreek Dr Lawrence discussed spending, taking away rights of landowners, jail and recreation center.
Leroy Hildebrandt 2645 Indiana Ter Ottawa discussed working against people, instead of for the people and zoning.
Commissioner Farrell moved and Commissioner Hood seconded to approve the consent agenda as follows: minutes for March 11, 2009, claim vouchers dated March 15th in the amount of $466,944.40 and tax change orders 2008-214 through 2008-217. All voted “yes”.
Lisa Johnson discussed application for potential funds from the American Recovery & Reinvestment Act of 2009 for Transportation Enhancement projects through the Kansas Department of Transportation on behalf of Midland Railway.
Commissioner Farrell moved and Commissioner Hood seconded to approve Resolution No. 09-17 declaring the eligibility of Franklin County to submit an application to the Kansas Department of Transportation for use of transportation enhancement funds set forth by the American Recovery and Reinvestment Act of 2009 for the Midland Railway Enhancement Project. All voted “yes”.
Lisa Johnson discussed request from Ottawa Family Physicians to use Annex Parking Lot to host a garage sale on May 9th with a portion of the proceeds going to Relay for Life.
Commissioner Hood moved and Commissioner Hay seconded to approve Ottawa Family Physicians use of the Annex Parking Lot on May 9th. All voted “yes”.
Lisa Johnson discussed contract between Franklin County and the Elizabeth Layton Center to provide Mental Health Services in 2009.
Commissioner Hay moved and Commissioner Hood seconded to approve contract with Elizabeth Layton Center to provide mental health services for 2009 to citizens of Franklin County. All voted “yes”.
Midge Ransom discussed State Fiscal Year 2010 Public Health Grant applications.
Commissioner Hay moved and Commissioner Farrell seconded to approve the State Fiscal Year 2010 Health Grant applications for State Formula, Family Planning, SN-PHN Collaborative Practice, Maternal & Child Health, Child Care Licensing & Reg. and Immunization Action Plan for total funds in the amount of $108,830. All voted “yes”.
Commissioner Hay moved and Commissioner Farrell seconded to adjourn at 7:28 pm. All voted “yes”.
