BOARD OF FRANKLIN COUNTY COMMISSIONERS

Chair Ed Taylor called the study session to order at 8:30 a.m. All present.

Kristi Lee gave update on the Franklin County Visitor’s Center including visitors, volunteers, website, guest tax monies, new brochures for the center, improvements to the property, expenses, budget and meeting room they have to rent out.

Keri Harris gave update on the Franklin County Conservation District including field days, earth awareness, farm days, water festival, buffer program, well plugging, leadership opportunities (KELP and KARL), watersheds, water quality, soil tests and waste system upgrades.

Jim Haag discussed the County Highway Improvement Plan Committee and its future.

Tom Weigand discussed why the County Highway Improvement Plan Committee was formed and that the CHIP Committee needs the ability to continue ability to get information and they are a communication source for the Commissioners.

Dennis Woolman discussed that the CHIP Committee is a non-political committee that offers input on improvements and that the county needs to maintain it assets.

Noble Carter discussed that the CHIP Committee works and needs to continue as a committee.

Rick Sawin gave 2008 Noxious Weed Annual Report including amount of herbicides disbursed, budget information, treated acreage and estimated acreage of noxious weeds in the County.

Rick Sawin discussed solid waste fees for the Franklin County Transfer Station.

Rick Sawin discussed Landfill well testing around the old closed landfill and temporary wells that need plugged.

Lisa Johnson and Larry Walrod discussed Department of Commerce Neighborhood Stabilization Program.

Lisa Johnson discussed 2009 Franklin County Summit.

Lisa Johnson discussed commission meeting format.

With no further discussion the study session was adjourned at 10:00.
