BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

Chair John E Taylor called the meeting to order at 8:30 a.m.

 

Roll Call: Chair John E Taylor present, Vice Chair Donald R. Stottlemire present, Commissioner Karen S Farrell present, Commissioner Donald C. Hay present, and Commissioner David J Hood present.

 

Chair John E Taylor asked all in attendance to join him in the Pledge of Allegiance.

 

Invocation by Chair Taylor.

 

Dennis McKinney, Kansas Treasurer gave update including duties of Treasurer, bonds, unclaimed property, learning quest, financial literacy, investment of public funds and economic growth.

 

Gene Hirt 125 South St Williamsburg discussed Leroy Hildebrandt’s hardship.

 

Commissioner Hay moved and Commissioner Hood seconded to approve the consent agenda as follows: minutes for March 25, 30 and April 6, claim vouchers dated March 31, 2009 in the amount of $311,209.66, tax change orders 2008-221 through 2008-232 and payroll dated March 31, 2009 in the amount of $876,564.83.  All voted “yes”.

 

Sara Caylor discussed April is Child Abuse Prevention & Awareness Month, declaring April 22nd as Child Abuse Awareness Blue Day and Forgotten Children Campaign placing cut-outs on Courthouse lawn on April 20th through April 22.

 

Chair Taylor read the following proclamation:

 

Child Abuse Prevention and Awareness Month

Child Abuse Awareness Blue Day

 

Issued by the Board of Franklin County Commissioners

 

WHEREAS, Franklin County , Kansas prides itself on giving back to the community and contributing to the quality of life among our citizens; and

 

WHEREAS, CASA of the Fourth Judicial District and its volunteers represent and advocate for the best interests of abused and neglected children who are involved in the juvenile courts; and

 

WHEREAS, there are many children in Franklin County who suffer some form of abuse or neglect each year; and

 

WHEREAS, through a national effort, members of the Franklin County community are encouraged to join together in the month of April to raise awareness for these children who are victims of abuse and neglect; and

 

WHEREAS, Specifically, April 22nd shall be recognized as “Blue Day” in our community, where individuals may give support to the aforementioned children by dressing in the signature color blue in recognition of Child Abuse Awareness Month; and

 

WHEREAS, This effort and promoting awareness of the neglect and abuse, will give abused and neglected children in our community, and around the country, a chance for a safe and positive future; and

 

NOW, the Board of Franklin County Commissioners, of Franklin County on behalf of its citizens, do hereby proclaim the month of April 2009 as

 

CHILD ABUSE PREVENTION AND AWARENESS MONTH

and APRIL 22ND AS CHILD ABUSE AWARENESS BLUE DAY

 

THEREFORE, in support of CASA of the Fourth Judicial District, the Franklin County Board of Commissioners urge all citizens of Franklin County to participate in efforts to raise public awareness and help prevent child abuse and neglect.

Commissioner Hay moved and Commissioner Hood seconded to approve Proclamation 09-01 proclaiming the month of April as Child Abuse Prevention and Awareness Month and April 22nd as Child Abuse Awareness Blue Day.  All voted “yes”.

 

Nick Robbins and Lisa Johnson discussed relocation of Ambulance to City Fire Facility on 2nd St in Ottawa.

 

Gene Ramsey on behalf of City discussed it is important to partner and pleased to support Ambulance at North Ottawa Fire Station.

 

Commissioner Hood moved and Commissioner Hay seconded to relocate an Ambulance to the North Ottawa Fire Station.  All voted “yes”.

 

Board recessed at 9:13.  Back in session at 9:18.

 

State Senator Derek Schmidt gave legislative update on budget, revenues and fiscal year.

 

Lisa Johnson discussed Rocky Mountain Offender Management System Agreement.

 

Commissioner Hay moved and Commissioner Hood seconded to renew agreement with Rocky Mountain Offender Management Systems for electronic monitoring surveillance in Franklin County.  All voted “yes”.

 

Rick Sawin opened bids for herbicides for Noxious Weed.  Bids were received from Ottawa Coop, Vegetation Management, CPS, Van Diest Supply and SEK Grain.

 

Commissioner Farrell moved and Commissioner Stottlemire seconded to table decision on herbicides bids for the Noxious Weed Department and have Rick Sawin review and come back with recommendation.  All voted “yes”.

 

Jim Haag discussed soliciting bids for application of magnesium chloride solution for Dust Control Program.

 

Commissioner Hood moved and Commissioner Farrell seconded to solicit bids for the application of a magnesium chloride solution for the Dust Control Program.  All voted “yes”.

 

Jim Haag discussed contract with Taylor Design Group for the overlay project on John Brown Rd. from Kentucky Rd to Florida Rd.

 

Chair Taylor moved and Commissioner Stottlemire seconded to accept the contract with Taylor Design Group for the overlay project on John Brown Rd.  Chair Taylor and Commissioner Stottlemire voted “yes”.  Commissioners Farrell, Hay and Hood voted “no”.

 

Board agreed to place contract with Taylor Design Group on study session agenda.

 

Larry Walrod discussed rezoning application #0901-906 to rezone approximately 31.7 acres from RE to A2 and Special Use Permit Application #0902-914 for Cliff Cain for the operation of a veterinary diagnostic laboratory and office facility located between I-35 Highway and Old 50 Highway, on the North side of Old 50 Highway and South of I-35 Highway.

 

Commissioner Hood moved and Commissioner Hay seconded to approve Resolution No. 09-20 to rezone approximately 31.7 acres from RE to A2 owned by Cliff Cain and located in Section 22, Township 17, Range 19.  All voted “yes”.

 

Commissioner Hood and Commissioner Farrell seconded to approve Resolution No. 09-21 approving a Special Use Permit for the operation of a veterinary diagnostic laboratory and office facility in an A-2 zoning owned by Cliff Cain with eight (8) conditions located in Section 22, Township 17, Range 19.  All voted “yes”.

 

Larry Walrod discussed rezoning application #0902-912 to rezone approximately 5.40 acres from A-1 to RE owned by Ona Harris located on the North side of Pawnee Rd between Tennessee Rd and Texas Rd.

 

Commissioner Hay moved and Commissioner Hood seconded to approve Resolution No. 09-22 to rezone approximately 5.4 acres from A-1 to RE owned by Ona Harris located in Section 24, Township 16, Range 20.  All voted “yes”.

 

Commissioner Hood moved and Commissioner Farrell seconded to go into an executive session for 15 minutes at 10:45 for personnel of non-elected with Board and Lisa Johnson present.  All voted “yes”.  Chair Taylor opened the meeting at 10:55 and reported no action taken, no decisions made.

 

Commissioner Stottlemire moved and Commissioner Hood seconded to appoint Lisa Johnson, Gayla Stofko, Commissioner Farrell and Steve Brown to evaluation applications for the County Appraiser’s position.  Chair Taylor and Commissioners Hay, Hood and Stottlemire voted “yes”.  Commissioner Farrell abstained.

 

Commissioner Hood moved and Commissioner Farrell seconded to adjourn at 10:57.  All voted “yes”.
