BOARD OF FRANKLIN COUNTY COMMISSIONERS

Chair Ed Taylor called the study session to order at 8:30 a.m.  All present.

Jim Reece with USD 288 gave update on enrollment, free lunches, mill rates, attendance rate, yearly progress, school dropouts, graduation information, assessment performance, assessed valuation and strategic planning.

Michelle Jackson, Emily Mathis and Vicki Whitacker gave update on Bea Martin Peck Animal Shelter fund raising, new facility and adoptions.

Lisa Johnson discussed 2009 Chip Seal Projects.

Board recessed at 9:20.  Back in session at 9:28.

Lisa Johnson, Linda Weldon-SE Kansas Region Coordinator, Larry Walrod and Aaron Heckman with ECKAN discussed Department of Commerce Neighborhood Stabilization Program – purchase, rehabilitate and sell or rent homes.

Gayla Stofko and Lisa Johnson discussed amendments to the Franklin County Personnel Rules and Pay Plan.

Lisa Johnson discussed County Cell Phone Policy to deal with IRS regulations.

Lisa Johnson discussed Federal Trade Commission adopted legislation that requires entities that have consumer accounts to have a Red Flag Policy.

With no further discussion the study session was adjourned at 10:35.
