BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chair Ed Taylor called the study session to order at 8:30 a.m. All present.
Lisa Johnson discussed Department of Commerce Neighborhood Stabilization Program Grant Agreement in the amount of $357,163. Board discussed the County could be financially obligated if funds are not available.
Dustin Coureton & Lisa Johnson discussed replacement of copier fleet. Copiers were purchased in 2004 when an agreement was entered into with Imagistics with a 5 year maintenance agreement. Proposals were received from Toshiba, Konica & Oce (Imagistics). Recommendation is to go with Toshiba with a 66 month lease.
Lisa Johnson discussed proposed resolution to modify employee benefit fund to cover wellness programs.
Lisa Johnson discussed future of the Juvenile Detention Center.
Debi Hatfield, Director for Child Placing Agency and Residential Programs, Leslie Rannebeck, Surveyor/team leader and Lisa Long, Regional Administrator for Northeast and Northcentral District with the Kansas Department of Health & Environment discussed their involvement with Juvenile Detention Facilities including: separation of juveniles and adult offenders (no contact, no sight, and no sound), square footage needed per juvenile for recreation, day space, bedroom space, bathroom space and natural light from windows.
Lisa Johnson discussed possible land by Elizabeth Layton Center for Juvenile Detention Center.
Diane Drake discussed how Mental Health Services are important to Juveniles and Children Services that are available through the Elizabeth Layton Center.

Site Selection Issues
Neighborhood Compatibility, Access to Court, Access to Community, Adequate Land for Expansion, Access to Utilities and Taxable Properties.
Existing Building
Existing Construction Security, Tax Impact, Expansion, Adequate Utilities, Neighborhoods and Comparable Costs
Building Design Parameters
Projected Need, 10-13 Bed Juvenile Detention, Day School Program, Administrative Space, Approximately 14,000 Square Feet and Estimated Cost $4 - $6 million.
Gene Hirt 125 South St Williamsburg discussed when the facility would be done, if jail would be built out there also and time frame.
Lisa Johnson discussed that video arraignments could be done with transportation minimal, it would be 2 or 3 years before completion of facility, no discussion about jail moving out there (need to move juveniles away from adults) and that the jail is where it needs to be next to the courts.
With no further discussion the study session was adjourned at 9:45.
