BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

Chair John E Taylor called the meeting to order at 6:30 p.m.

 

Roll Call: Chair John E Taylor present, Vice Chair Donald R. Stottlemire present, Commissioner Karen S Farrell present, Commissioner Donald C. Hay present, and Commissioner David J Hood present.

 

Chair John E Taylor asked all in attendance to join him in the Pledge of Allegiance.

 

Invocation led by Chair Taylor.

 

Chair Taylor and Vice Chair Stottlemire presented award winners of the National County Government Week Coloring Contest and Essay Contest as follows:

First Grade Coloring Contest

1st Place – Jesse McLellan, 2nd Place – Katie Manis and 3rd Place – Hannah Junet

Second Grade Coloring Contest

1st Place – Paige Ferguson, 2nd Place – Mia Tomason and 3rd Place – Haley Kline

Third Grade Coloring Contest

1st Place – Julie Weien, 2nd Place – Jaylen Boileau and 3rd Place – Corey Hack

Fourth Grade Coloring Contest

1st Place – Saige McClay, 2nd Place – Chelsea King and 3rd Place – Cara Coons

Fifth Grade Coloring Contest

1st Place – Hannah McIntosh, 2nd Place – Byrnn Ferguson and 3rd Place – Sarah Ward

Middle School Essay Contest

1st Place – Madison Alexander, 2nd Place – Courtney Houston and 3rd Place – Alex Stepp

 

No public comment.

 

Commissioner Hay moved and Commissioner Hood seconded to approve the consent agenda as follows: minutes for May 27, June 1 and June 2, 2009, claim vouchers dated May 31, 2009 in the amount of $277,683.65, tax change orders 2008-272 through 2008-281 and accept 312 E 4th, 439 S Cherry, 1123 S Main and 526 N Cedar into the Neighborhood Revitalization Program.  All voted “yes”.

 

John Coffman discussed the properties that he is fixing up and building in Ottawa and the Neighborhood Revitalization Program is good.

 

Julie Roehl discussed Juvenile Justice Authority’s grant conditions for the Graduated Sanctions, Prevention and Incentive Block Grants for the state fiscal year 2010.

 

Commissioner Farrell moved and Commissioner Stottlemire seconded to approve the Juvenile Justice Authority’s grant conditions for the Graduated Sanctions, Prevention, and Incentive Block Grants for state fiscal year 2010.  All voted “yes”.

 

Lisa Johnson discussed Tower agreement renewals with Midwest Connections.

 

Commissioner Stottlemire moved and Commissioner Hood seconded to approve the four site specific tower agreement renewals with Midwest Connections.  All voted “yes”.

 

Jim Haag discussed returning Missouri Rd between Stafford Rd and Stafford Terr to full maintenance.

 

Commissioner Hood moved and Commissioner Farrell seconded to approve Resolution No. 09-35 restoring Missouri Rd between Stafford Rd and Stafford Terr to Full Maintenance.  All voted “yes”.

 

Jim Haag discussed proposal from Killough Construction for placing a 1 inch leveling course on Marshall Rd from I-35 to Nevada Terr.

 

Commissioner Farrell moved and Commissioner Stottlemire seconded to approve proposal from Killough Construction for placing a 1 inch leveling course on Marshall Rd from I-35 to Nevada Terr in the estimated amount of $59,400.  All voted “yes”.

 

Jim Haag discussed setting a Public Hearing for June 17th to discuss the Franklin County Five Year Highway Construction Plan.

 

Commissioner Hay moved and Commissioner Hood seconded to set a Public Hearing for June 17th evening meeting to hear comments pertaining to Franklin County Five Year Highway Construction Plan and Projects.  All voted “yes”.

 

Jim Haag discussed rezoning application #0904-922 for Calvin Pearson to rezone approximately 5 acres from A-1 to RE located between Nebraska Rd and Nevada Rd on the North side of Clark Rd.

 

Commissioner Hay moved and Commissioner Hood seconded to approve Resolution No. 09-36 rezoning approximately 5 acres owned by Calvin Pearson from A-1 to RE located in Section 5, Township 19, Range 20.  All voted “yes”.

 

Commissioner Hood moved and Commissioner Farrell seconded to adjourn at 7:02 p.m.  All voted “yes”.
