BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chair John E Taylor called the study session to order at 8:30 a.m. All present.
Jim Haag discussed the City of Wellsville has plans to annex a portion of Stafford Rd from K-33 eastward ¼ mile (currently a gravel surface) and Fiber Lane from K-33 eastward ¼ mile (currently a chip-seal surface). The City of Wellsville has proposed that the City will maintain Fiber Lane including the approximately 430 feet east of the proposed new city limit line and the County will maintain Stafford Rd extending from K-33 eastward approximately 1,320 feet.
Jim Haag discussed proposal from Taylor Design Group to preserve sections corner monuments on John Brown Project and also a proposal from Cates Surveying Inc. Both proposals are for $2,300 plus filing fee.
Lisa Johnson discussed health insurance options for 2010.
Brad Heathman 1414 S Mulberry discussed health insurance options for the county.
Alan Radcliffe discussed Emergency Management Budget.

Board discussed proposed minimum maintenance road opening in Section 17, Township 19, Range 21.
Board left at 10:45 to view the proposed location of a minimum maintenance road in Section 17, Township 19, Range 21.
Board back from viewing proposed road location and with no further discussion the study session was adjourned at 12:10.
