BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chair John E Taylor called the meeting to order at 6:30 p.m.
Roll Call: Chair John E Taylor present, Vice Chair Donald R. Stottlemire present, Commissioner Karen S Farrell present, Commissioner Donald C. Hay present, and Commissioner David J Hood present.
Chair John E Taylor asked all in attendance to join him in the Pledge of Allegiance.
Invocation led by John E Taylor.
Gene Hirt 125 South St Williamsburg asked when the chip and seal is going to start this year, budget preparation for the City of Williamsburg and that he has been contacted by an investigator about the county roads.
Commissioner Hay moved and Commissioner Hood seconded to approve the consent agenda as follows: minutes for July 8th and 13th, 2009, claim vouchers dated July 15, 2009 in the amount of $1,078,306.93 and tax change orders 2008-303 through 2008-307. All voted “yes”.
Chair Taylor opened a public hearing at 6:37 to discuss opening a road along the east side of the NW/4 of Section 17, Township 19, Range 21.
Jim Haag discussed that himself and the Board has went down and looked at the proposed site of the minimum maintenance road.
Dan Lickteig asked what a definition of a minimum maintenance road and asked why you need ditches on a minimum maintenance road.
Lisa Johnson said that a road has to serve as a public utility.
Jim Haag said that there needs to be ditches, road needs to be elevated and fence both side right of way.
Leroy Lickteig 210 N Mary Greeley stated he had no problem giving the county the right of way.
Chair Taylor said that a road bed could be made and fences installed.
Suzanne Dawkins discussed land locked property and fences.
Leroy Hilderbrandt 2645 Indiana discussed that you farm to the fences and as long as roadway is passable there should be nothing that cost $40,000.
Gene Hirt 125 South St Williamsburg asked why not make it a full maintenance road.
Chair Taylor closed the public hearing at 6:53.
Lisa Johnson said this is not a county road currently and the county has no right of way.
Commissioner Stottlemire moved and Chair Taylor seconded to approve the request and open a minimum maintenance road in Section 17, Township 19, Range 21. Chair Taylor and Commissioner Stottlemire voted “yes”. Commissioners Farrell, Hay and Hood voted “no”.
Lisa Johnson discussed mileage reimbursement rates.
Commissioner Hay moved and Commissioner Stottlemire seconded to approve Resolution No. 09-37 establishing the mileage reimbursement rates for employees. All voted “yes”.
Larry Walrod discussed waiving building permit fee for Randy Penner whose home was destroyed by fire.
Commissioner Stottlemire moved and Commissioner Farrell seconded to waive the building permit fee for Randy Penner. Chair Taylor and Commissioners Farrell, Hay and Stottlemire voted “yes”. Commissioner Hood voted “no”.
Jim Haag discussed soliciting bids to replenish tire stock.
Commissioner Farrell moved and Commissioner Hay seconded to approve soliciting bids to replenish tire stock for Public Works Department. All voted “yes”.
Jim Haag opened bids for rock salt.
Spencer Thompson Trucking $57.50 per ton
Independent Salt Company No Bid
North American Salt Company $98.72 per ton
Cargill Inc No Bid
Commissioner Farrell moved and Commissioner Hay seconded to accept the low bid from Spencer Thompson Trucking for up to 2,000 ton. All voted “yes”.
Jim Haag discussed bids opened by the State for John Brown Road Project. Bids were Killough $453,136.88 and K-Kan $480,243.00.
Commissioner Hood moved and Commissioner Farrell seconded to adjourn at 7:21 p.m. All voted “yes”.
