BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chair John E Taylor called the meeting to order at 8:30 a.m.
Roll Call: Chair John E Taylor present, Vice Chair Donald R. Stottlemire present, Commissioner Karen S Farrell present, Commissioner Donald C. Hay present, and Commissioner David J Hood present.
Chair John E Taylor asked all in attendance to join him in the Pledge of Allegiance.
Invocation led by Chair Taylor.
Sandy Praeger, Kansas State Insurance Commissioner gave legislative update including guides that are available, premium fees, work comp, companies in Kansas and other insurance companies that are licensed in Kansas, flood insurance, assistance during disasters, insurance fraud, health reform, cobra insurance and stimulus money.
Hershel Poor discussed teachers are more subject to sickness and school districts joining the Kansas Health Insurance Plan.
Vern Chesbro discussed liability limits.
Board thanked Sandy Praeger for coming.
Jim Stottlemire 4014 Rock Creek Terr Rantoul discussed opening the basement of the Courthouse during parades for restroom use.
Commissioner Hay moved and Commissioner Hood seconded to approve the consent agenda as follows: July 22nd and July 27th, 2009, tax change orders 2008-309 and 2008-310 and payroll dated July 31, 2009 in the amount of $917,786.83. All voted “yes”.
Craig Davis discussed 2009-2010 Career & Technical Education Contract with USD 290.
Commissioner Hay moved and Commissioner Hood seconded to approve Contract for Service with USD 290 for 2009-2010 school year for Career & Technical Education Contract. All voted “yes”.
Craig Davis discussed 2009-2010 Wellsville School District School Resource Officer Agreement.
Commissioner Hay moved and Commissioner Stottlemire seconded to approve Contract for Service with USD 289 for 2009-2010 school year for School Resource Officer. All voted “yes”.

Commissioner Hay moved and Commissioner Hood seconded to table decision on tire bids until next week. All voted “yes”.
Jim Haag discussed contract with Cook, Flatt & Strobel Engineers for biennial bridge inspections.
Commissioner Stottlemire moved and Commissioner Farrell seconded to approve contract with Cook, Flatt & Strobel Engineers for the biennial bridge inspections in the amount of $13,851. Chair Taylor and Commissioners Farrell, Hood and Stottlemire voted “yes”. Commissioner Hay voted “no”.
Lisa Johnson discussed agreement with ACT Ottawa for use of the Franklin County Courthouse Courtroom for the fall production of “To Kill a Mockingbird”.
Commissioner Hay moved and Commissioner Farrell seconded to approve agreement with ACT Ottawa for use of Courtroom. All voted “yes”.
Commissioner Farrell moved and Commissioner Hood seconded to go into an executive session for 10 minutes at 9:31 for personnel of non-elected with Board and Lisa Johnson present. All voted “yes”. Chair Taylor opened the meeting at 9:40 and reported no action, no decisions made.
Commissioner Hood moved and Commissioner Stottlemire seconded to adjourn at 9:41 a.m. All voted “yes”.
