BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chair John E Taylor called the meeting to order at 6:30 p.m.
Roll Call: Chair John E Taylor present, Vice Chair Donald R. Stottlemire present, Commissioner Karen S Farrell present, Commissioner Donald C. Hay present, and Commissioner David J Hood present.
Chair John E Taylor asked all in attendance to join him in the Pledge of Allegiance.
Invocation led by Sharon Cook with Faith, Hope, Love Outreach.
No public comment.
Commissioner Farrell moved and Commissioner Stottlemire seconded to appoint Chuck Main to the unexpired term of Greenwood Township Trustee and appoint Butch Riddle to the unexpired term of Lincoln Township Clerk. All voted “yes”.
Commissioner Hay moved and Commissioner Hood seconded to approve the consent agenda as follows: minutes for September 2, 2009, claim vouchers dated September 15, 2009 in the amount of $572,831.43 and tax change orders 2008-338 and 2008-339. All voted “yes”.
Lisa Johnson discussed setting a Public Hearing for 6:30 pm on October 7, 2009 to discuss vacating 4300 to 4325 Ellis Rd.
Commissioner Farrell moved and Commissioner Hood seconded to set a Public Hearing for 6:30 pm on October 7, 2009 to hear comments on vacating 4300 to 4325 Ellis Rd. All voted “yes”.
Larry Walrod discussed reappointing Lloyd McClure, Harry Peckham and Nancy Ball to the Franklin County Planning Commission.
Commissioner Hay moved and Commissioner Stottlemire seconded to reappoint Lloyd McClure, Harry Peckham and Nancy Ball to the Franklin County Planning Commission. All voted “yes”.
Larry Walrod discussed rezoning application #0907-943 for Brian Mesik to rezone approximately 40 acres from A-1 to A-2 located on the East side of Louisiana Terr. Between Shawnee Rd & Riley Rd.
Commissioner Hay moved and Commissioner Farrell seconded to approve Resolution No. 09-39 rezoning approximately 40 acres owned by Brian Mesik from A-1 to A-2 located in Section 3, Township 16, Range 19. All voted “yes”.
Larry Walrod discussed rezoning application #0907-949 for Michael & Patricia Watson to rezone approximately 10 acres from A-1 to RE located on the East side of Texas Rd. between Texas Rd. between Butler Terr. and Butler Rd.
Commissioner Hood moved and Commissioner Stottlemire seconded to approve Resolution No. 09-40 rezoning approximately 10 acres owned by Michael & Patricia Watson from A-1 to RE located in Section 7, Township 19, Range 21. All voted “yes”.
Lisa Johnson discussed request to execute a letter of acknowledgement for the local use of the Federal Recovery Act Edward Bryne Memorial Justice Assistance monies for the 4th Judicial District Court.
Commissioner Hood moved and Commissioner Farrell seconded to execute a letter of acknowledgment for the local use of the Federal Recovery Act Edward Bryne Memorial Justice Assistance monies for the 4th Judicial District Court. All voted “yes”.
Lisa Johnson discussed appointing a voting delegate and alternate voting delegate to represent Franklin County at the Kansas Workers Risk Cooperative for Counties annual meeting in Overland Park on Monday, November 16, 2009 and the nomination of an individual to serve on the KWORCC Board of Trustees.
Commissioner Farrell moved and Commissioner Hood seconded to appoint Commissioner Stottlemire as the voting delegate and Commissioner Hay as the alternate voting delegate to represent Franklin County at the KWORCC annual meeting. Chair Taylor and Commissioners Farrell and Hood voted “yes”. Commissioners Hay and Stottlemire abstained.
Commissioner Stottlemire moved and Commissioner Hood seconded to nominate Jim Wise to serve on the KWORCC Board of Trustees. All voted “yes”.
Commissioner Stottlemire moved and Commissioner Farrell seconded to go into an executive session for 15 minutes at 6:57 to discuss land acquisition with Board and Lisa Johnson present. All voted “yes”. Chair Taylor opened the meeting at 7:07 and reported no action taken, no decisions made.
Commissioner Stottlemire moved and Commissioner Farrell seconded to adjourn at 7:07 p.m. All voted “yes”.
