BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chair John E Taylor called the meeting to order at 8:30 a.m.
Roll Call: Chair John E Taylor present, Vice Chair Donald R. Stottlemire present, Commissioner Karen S Farrell present, Commissioner Donald C. Hay present, and Commissioner David J Hood present.
Chair John E Taylor asked all in attendance to join him in the Pledge of Allegiance.
Invocation led by Chair Taylor.
Alan Radcliffe discussed that Vickie Eckard, Emergency Management Coordinator received from the Kansas Emergency Management Association the Kansas Certified Emergency Manager Certificate.
Commissioner Stottlemire moved and Commissioner Farrell seconded to continue to table decision on purchase of new ambulance until next meeting. All voted “yes”.
No public comment.
Commissioner Hay moved and Commissioner Hood seconded to approve the consent agenda as follows: minutes for September 23rd and September 28th, 2009, claim vouchers dated September 30, 2009 in the amount of $188,110.40, tax change order 2008-353 and payroll dated September 30, 2009 in the amount of $909,527.29. All voted “yes”.

October 10, 2009
To the People of Franklin County, Greetings:
WHEREAS, Traffic crashes cause thousands of fatalities each year nationwide and are the leading cause of death for people ages 3 to 33; and
WHEREAS, Traffic crashes in Kansas killed 385 people; and
WHEREAS, More than 69 percent of all people killed in vehicle crashes in Kansas in 2008 were totally unrestrained; and
WHEREAS, Alcohol-related crashes account for 33.8 percent of all traffic fatalities in 2008; and
WHEREAS, Deaths and injuries on U.S. highway cost society more then $150 billion annually; and
WHEREAS, Safe driving behaviors such as the use of seat belts, not drinking and driving and obeying traffic laws would dramatically reduce the number of traffic-related injuries and deaths; and
WHEREAS, The use of cost-effective roadway safety improvements such as all-weather signing and markings, traffic signals, skid resistant pavements and removal of roadside hazards, could also reduce the number of traffic crashes; and
WHEREAS, The continued development of safer vehicles and protective traffic safety equipment, such as helmets, will enhance people’s ability to protect themselves and their families from preventable and tragic permanent injuries and deaths:
NOW THEREFORE, we, The Board of Commissioners of Franklin County, Kansas, do hereby proclaim October 10, 2009, as,
Put the Brakes on Fatalities Day
in Franklin County, Kansas and call upon everyone to help save lives by spreading these important messages throughout our communities.
Commissioner Hay moved and Commissioner Hood seconded to approve Proclamation No. 09-03 “Put the Brakes on Fatalities Day” as October 10, 2009. All voted “yes”.
Alan Radcliffe discussed acceptance of Homeland Security Regional Grant Equipment Transfer of Property Agreement.
Commissioner Hood moved and Commissioner Hay seconded to approve Homeland Security Regional Grant Equipment Transfer of Property Agreement for $5.00 for the next five years. All voted “yes”.
Alan Radcliffe discussed appointing him as the administrator of the Immediate Response Information System for Franklin County.
Commissioner Hood moved and Commissioner Stottlemire seconded to appoint Alan Radcliffe as the administrator of the Immediate Response Information System for Franklin County. All voted “yes”.
Keith Clark discussed Kansas Department of Corrections FY2009 Year End Outcome Report for the Fourth Judicial District Community Corrections.
Commissioner Stottlemire moved and Commissioner Hood seconded to approve the Kansas Department of Corrections FY2009 Year End Outcome Report for the Fourth Judicial District Community Corrections. All voted “yes”.
Larry Walrod discussed receiving a letter from Merritta Combs requesting waiving the building permit fee to rebuild her home that was destroyed by fire.
Commissioner Hay moved and Commissioner Hood seconded to waive the building permit fee for Merritta Combs to rebuild her home that was destroyed by fire at 2703 Colorado Rd. All voted “yes”.
Larry Walrod discussed rezoning application #0908-957 filed by Robert and Connie Pearce to rezone approximately 10 acres from A-1 to RE located near the intersection of Shawnee Rd and Utah Rd on the North side of Shawnee Rd and West of Utah Rd.
Commissioner Hay moved and Commissioner Hood seconded to approve Resolution No. 09-43 rezone approximately 10 acres from A-1 to RE owned by Robert and Connie Pearce located in Section 31, Township 15, Range 21. All voted “yes”.
Larry Walrod discussed Final Plat for Double Tree Farm Estates Subdivision application #0908-958 filed by Robert and Connie Pearce this is to divide approximately 79.24 acres into three residential lots. Lots 1 and 2 would be approximately 5 acres each and lot 3 would be approximately 66.35 acres.
Commissioner Hay moved and Commissioner Hood seconded to authorize the Chair to endorse the Final Plat of Double Tree Farm Estates Subdivision and accepting all easements and rights of way as shown on the Plat. All voted “yes”.
Commissioner Hood moved and Commissioner Stottlemire seconded to go into an executive session for 5 minutes at 8:55 for attorney client privileges-pending claim with Board and Lisa Johnson present. All voted “yes”. Chair Taylor extended the executive session for an additional 5 minutes at 9:00. Chair Taylor opened the meeting at 9:03 and reported no action taken, no decisions made.
Commissioner Hood moved and Commissioner Farrell seconded to adjourn at 9:04 a.m. All voted “yes”.
