BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chair John E Taylor called the meeting to order at 8:30 a.m.
Roll Call: Chair John E Taylor present, Vice Chair Donald R. Stottlemire present, Commissioner Karen S Farrell present, Commissioner Donald C. Hay present, and Commissioner David J Hood present.
Chair John E Taylor asked all in attendance to join him in the Pledge of Allegiance.
Invocation led by Pastor Fred Martin with Ottawa Bible Church.
No public comment.
Lisa Johnson discussed the Recycling Center allowing citizens to donate their proceeds for aluminum cans to Toys for Tots Program for the month of November.
Commissioner Farrell moved and Commissioner Hood seconded to allow citizens to donate proceeds for aluminum cans to Toys for Tots Program for the month of November. All voted “yes”.
Commissioner Hood moved and Commissioner Hay seconded to approve the consent agenda as follows: minutes for October 21 and 26, 2009 and tax change orders 2009-2 through 2009-24. All voted “yes”.
Lisa Johnson discussed soliciting bids for a commercial dishwasher for the Jail.
Commissioner Stottlemire moved and Commissioner Hood seconded to approve the solicitation of bids for a commercial dishwasher for the Jail. All voted “yes”.
Lisa Johnson discussed soliciting bids for scales for the Transfer Station.
Commissioner Hood moved and Commissioner Hay seconded to approve the solicitation of bids for scales for the Transfer Station. All voted “yes”.
Jim Haag discussed soliciting bids for tires for the Public Works.
Commissioner Hay moved and Commissioner Farrell seconded to approve the solicitation of bids for tires for the Public Works Department. All voted “yes”.
Jim Haag discussed requesting engineering proposals for the design of a remediation project to repair storm damage to Bridge No. 17.7-21 on Utah Rd.
Commissioner Farrell moved and Commissioner Hood seconded to request engineering proposals for the design of a remediation project to repair storm damage to Bridge No. 17.7-21 on Utah Rd. All voted “yes”.
Jim Haag discussed appointing a committee to review Letters of Interest from engineering firms for the Montana Rd construction inspection.
Commissioner Stottlemire moved and Commissioner Hood seconded to appoint Lisa Johnson, Jim Haag and Commissioner Farrell to review Letters of Interest from engineering firms for the Montana Rd construction inspection. Chair Taylor and Commissioners Hay, Hood and Stottlemire voted “yes”. Commissioner Farrell abstained.
Jim Haag discussed approving the additional expense estimated to be $15,600 for using AB-3 instead of earth on the John Brown Overlay project. The plans call for material from the ditches to be used against the new asphalt. The ditches are currently sod and do not present an erosion problem.
Commissioner Farrell moved and Commissioner Hay seconded to approve the additional expense estimated to be $15,600 on the John Brown Overlay project for AB-3 instead of earth. All voted “yes”.
Commissioner Hood moved and Commissioner Farrell seconded to adjourn at 8:43 a.m. All voted “yes”.
