BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

Chair John E Taylor called the study session to order at 8:30 a.m. Commissioner Hood absent.

 

Darren Hibdon, Franklin County Extension Director introduced Aaron Dunbar, Board Member; Jerald Sterling, Board Member; Brenda Guenther, Board Member; Fran Richmond, Osage County Extension Director; Jim Lindquist, Kansas State University and Rebecca McFarland, Franklin County Extension employee.  They discussed proposed Extension District between Franklin County and Osage County.  Including forming a district and benefits in creating the district.

 

Alan Radcliffe discussed accepting a surplus Haz-Mat enclosed 6x10 equipment trailer from the Franklin County Firefighter Association.  This would allow the Emergency Management Department to respond to Haz-Mat spills with equipment and supplies.

 

Midge Ransom discussed accepting an Emergency Services Grant Trailer from the Mid-America Regional Council for the Franklin County Health Department to be used as a supply trailer to assist with hauling equipment and materials.  It would be housed in the Public Works lot.

 

Dustin Coureton and Jeff Curry discussed the purchase of laptops and VPN software for all Franklin County Sheriff’s patrol vehicles.  This is the second phase in the New World System Project and a joint venture with the City of Ottawa, Franklin County and the City of Wellsville.  The cost is CDW-G for laptops in the amount of $115,440 and SHI for software in the amount $10,719.

 

Jim Haag discussed a proposal from Foley Equipment to purchase two model 12M motor graders in the amount of $212,030.

 

Lisa Johnson discussed a proposed part-time position funded from the District Wide Court Budget.

 

Lisa Johnson discussed entering into a contract to purchase land from the Elizabeth Layton Center for a future site for Juvenile Services and sending out a request for proposals for financial advisors for the project and request for proposals from architect firms.

 

With no further discussion the study session was adjourned at 9:50 a.m.
