BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

Chair John E Taylor called the reorganization meeting to order at 8:30 a.m.

 

Roll Call: Chair John E Taylor present, Vice Chair Donald R. Stottlemire present, Commissioner Karen S Farrell present, Commissioner Donald C. Hay present, and Commissioner David J Hood present.

 

Chair John E Taylor asked all in attendance to join him in the Pledge of Allegiance.

 

Invocation led by Pastor Cliff Burke with Westminster Church.

 

Board discussed renewal application from Hickory Hollow Golf Course for Cereal Malt Beverage License and Emergency Vehicle Permit renewals.

 

Commissioner Stottlemire moved and Commissioner Farrell seconded to send notice to the Greenwood Township Clerk of the application from Hickory Hollow Golf Course for Cereal Malt Beverage License.  All voted “yes”.

 

Commissioner Farrell moved and Commissioner Hood seconded to approve Emergency Vehicle Permit renewals for Craig Davis, Jeff Herrman, Richard Sawin, Robert Stegner, Francis Dalsing and James Savage.  All voted “yes”.

 

No public comment.

 

Commissioner Hood moved and Commissioner Hay seconded to approve the consent agenda as follows: minutes for December 23, 2009 and January 7, 2010, claim vouchers dated December 31, 2009 in the amount of $520,643.69 and tax change orders 2009-81, 2009-83 through 2009-86 and 2009-88 through 2009-95.  All voted “yes”.

 

Commissioner Hay moved and Commissioner Farrell seconded to appoint David J Hood as Chair.  Chair Taylor and Commissioners Farrell, Hay and Stottlemire voted “yes”.  Commissioner Hood abstained.

 

Commissioner Taylor turned the gavel over to Chair Hood.

 

Commissioner Stottlemire moved and Commissioner Farrell seconded to appoint John E “Ed” Taylor as Vice Chair.  Chair Hood and Commissioners Farrell and Stottlemire voted “yes”.  Commissioner Taylor abstained.  Commissioner Hay voted “no”.

 

Commissioner Taylor moved and Commissioner Stottlemire seconded to change the commission meeting schedule for 2010 and hold regular meetings at 8:30 every Wednesday and study sessions at 8:30 on the first and third Monday.  Chair Hood and Commissioners Farrell, Stottlemire and Taylor voted “yes”.  Commissioner Hay voted “no”.

 

Commissioner Farrell moved and Commissioner Taylor seconded to change public comment time limit for a citizen wishing to speak from three minutes to five minutes.  All voted “yes”.

 

Commissioner Taylor moved and Commissioner Farrell seconded to make the following appointments to the following Boards:

Convention & Visitor’s Board – Commissioner Farrell

ECKAN – Commissioner Hay

Neighborhood Revitalization Board – Commissioner Farrell

O/FCED Board – Chair Hood

Ottawa Chamber of Commerce Board Meetings – Commissioner Taylor

Ransom Memorial Hospital Board Meetings – Commissioner Taylor

RC&D Board – Commissioner Stottlemire

Representative to the Lake Region Committee – Chair Hood

Wellsville Chamber of Commerce Board Meetings – Commissioner Stottlemire

All voted “yes”.

 

Chris Paus discussed annual report and gave presentation of the Lake Region Solid Waste Management Plan.

 

Commissioner Stottlemire moved and Commissioner Farrell seconded to approve Resolution No. 10-01 adopting the Lake Region Solid Waste Management Plan.  All voted “yes”.

 

Open bids for financing two Model 12M motor graders as follows:

Calfirst National Bank – 3.98%

Commerce Bank – 3.52%

First Bank Leasing – 3.33%

First National Bank of Hutchinson – 3.425%

Kansas State Bank – 4.44

Landmark National Bank – 3.68%

 

Commissioner Taylor moved and Commissioner Stottlemire seconded to have Jim Haag and Lisa Johnson review bids and if requirements are meet accept the low bid from First Bank Leasing.  All voted “yes”.

 

Commissioner Farrell moved and Commissioner Taylor seconded to adjourn at 9:08 a.m.  All voted “yes”.
