BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

Chair David J Hood called the regular meeting to order at 8:30 a.m.

 

Roll Call: Chair David J Hood present, Vice Chair John E Taylor present, Commissioner Karen S Farrell present, Commissioner Donald C. Hay present, and Commissioner Donald R Stottlemire present.

 

Chair David J Hood asked all in attendance to join him in the Pledge of Allegiance.

 

Invocation led by Chair Hood.

 

Deb Barker, Director of the Franklin County Historical Society gave an annual agency update.

 

Jim Haag discussed Code of Conduct and Certification of Project Application for the Vermont Road Bridge Project.

 

Commissioner Taylor moved and Commissioner Farrell seconded that no conflict of interest exist in the selection of a Consultant, an award, or in the administering of a contract to be supported by Federal Funds for the Vermont Road Bridge Project.  All voted “yes”.

 

Jim Haag discussed Right of Way Clearance for Federal Aid Project on the Vermont Road Bridge Project.

 

Commissioner Farrell moved and Commissioner Stottlemire seconded to execute the Right of Way Clearance certifying that all right of way and easements have been acquired for the Vermont Road Bridge Project.  All voted “yes”.

 

No public comment.

 

Commissioner Hay moved and Commissioner Taylor seconded to approve the consent agenda as follows: minutes for January 27, 2010 and February 1, 2010, claim vouchers dated January 30, 2010 in the amount of $1,683.33 and claim vouchers dated January 31, 2010 in the amount of $375,765.96 and payroll dated February 4, 2010 in the amount of $12,567.28.  All voted “yes”.

 

Midge Ransom, Director of the Franklin County Health Department discussed 2009 Fourth Quarter Activity Report including clinic visits, NaCo Prescription Drug Card Program, income and write-offs.

 

Commissioner Hay moved and Commissioner Farrell seconded to approve the 4th Quarter write-offs for the Health Department in the amount of $13,052.57.  All voted “yes”.

 

Nick Robbins, EMS Chief of the Franklin County Ambulance Department discussed December EMS report including number of runs, total services billed, total collected and write-offs and 2009 Year End Report including numbers and revenues.

 

Commissioner Taylor moved and Commissioner Farrell seconded to approve the write-offs for the month of December for the Ambulance Department in the amount of $19,420.35 and to send $11,649.21 to the State Set off Program.  All voted “yes”.

 

Commissioner Taylor moved and Commissioner Farrell seconded to accept the trade-in bid of $6,000 from Life Line for a 2000 Ford F-350 Ambulance.  All voted “yes”.

 

Jim Haag discussed offering a Dust Abatement Program again this year.  The deadline for applications will be April 30th and the cost for application will be $1.40 per foot with a minimum of 300 feet.

 

Commissioner Taylor moved and Commissioner Hay seconded to offer the Dust Abatement Program again this year at $1.40 per foot with a minimum of 300 feet.  All voted “yes”.

 

Larry Walrod discussed amendment to the Franklin County Zoning Regulations regarding construction and installation requirements for mobile homes.

 

Commissioner Hay moved and Commissioner Farrell seconded to approve Resolution No. 10-06 amending the Franklin County Zoning Regulations pertaining to mobile homes in Article 2, Article 4, Article 5, Article 6, Article 7 and Article 8.  All voted “yes”.

 

Lisa Johnson discussed issuing a Request for Professional Services for architectural firms for the Franklin County Juvenile Facility.

 

Commissioner Taylor moved and Commissioner Farrell seconded to issue Request for Professional Services for architectural firms for the Juvenile Facility.  Commissioners Farrell, Stottlemire and Taylor voted “yes”.  Chair Hood and Commissioner Hay voted “no”.

 

Commissioner Farrell moved and Commissioner Taylor seconded to adjourn at 9:19 a.m.  All voted “yes”.
