BOARD OF FRANKLIN COUNTY COMMISSIONERS

Chair David J Hood called the regular meeting to order at 8:30 a.m.

Roll Call: Chair David J Hood present, Vice Chair John E Taylor present, Commissioner Karen S Farrell present, Commissioner Donald C. Hay present, and Commissioner Donald R Stottlemire present.

Chair David J Hood asked all in attendance to join him in the Pledge of Allegiance.

Invocation led by Minister John Hayden with the 15^th Street Church of Christ.

Sharon Geiss, Director of the Franklin County Services for the Elderly discussed transportation for medical mileage, disabled, elderly and general public and Meals On Wheels Program.

No public comment.

Commissioner Taylor moved and Commissioner Farrell seconded to approve the consent agenda as follows: minutes for February 10, 2010, claim vouchers dated February 15, 2010 and tax change orders 2009-130 through 2009-135 and 2009-138 through 2009-167 and 2009-170 through 2009-181.  All voted “yes”.

Jim Haag opened bids for tires for the Public Works Department as follows:

Commissioner Taylor moved and Commissioner Farrell seconded to table until next Wednesday approving any tire bids to replenish tire stock for Public Works.  All voted “yes”.

Jim Haag discussed agreement with Cook, Flatt & Strobel Engineers for construction inspection services on the Montana Road Project.

Commissioner Taylor moved and Commissioner Stottlemire seconded to authorize the Chair and County Clerk to execute an agreement with Cook, Flatt & Strobel Engineers for construction inspection services on the Montana Road Project No. 30-KA-0841-01 not to exceed $85,711.00.  Chair Hood and Commissioners Farrell, Stottlemire and Taylor voted “yes”.  Commissioner Hay voted “no”.

Keri Harris with the Franklin County Conservation District gave 2009 annual report on the agency and 2010 preview.

Larry Walrod discussed rezoning application #0911-978 for John & Jo Ann Scott to rezone approximately 10 acres from A-1 to RE located near the intersection of Shawnee Rd and Iowa Rd. on the East side of Iowa Rd. and North of Shawnee Rd.

Commissioner Hay moved and Commissioner Farrell seconded to approve Resolution No. 10-08 rezoning approximately 10 acres from A-1 to RE owned by John & Jo Ann Scott located in Section 32, Township 15, Range 19.  All voted “yes”.

Commissioner Taylor moved and Commissioner Farrell seconded to adjourn at 9:16 a.m.  All voted “yes”.
