BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chair David J Hood called the regular meeting to order at 8:30 a.m.
Roll Call: Chair David J Hood present, Vice Chair John E Taylor present, Commissioner Karen S Farrell present, Commissioner Donald C. Hay present, and Commissioner Donald R Stottlemire present.
Chair David J Hood asked all in attendance to join him in the Pledge of Allegiance.

Lisa Johnson discussed Ottawa Family Physicians and County employees using the Annex Parking Lot to have a garage sale on May 8, 2010 for proceeds to go to Relay for Life.
Commissioner Taylor moved and Commissioner Farrell seconded to allow Ottawa Family Physicians and County employees to use the Annex Parking Lot on May 8, 2010. All voted “yes”.
Commissioner Hay moved and Commissioner Farrell seconded to approve the consent agenda as follows: minutes for March 3, 2010 and March 5, 2010, tax change orders 2009-195 through 2009-198, payroll dated March 5, 2010 and Emergency Vehicle Permit for Steve Weese. All voted “yes”.
Keith Clark opened four bids received for the purchase of one replacement vehicle for Fourth Judicial District Community Corrections as follows:

Commissioner Taylor moved and Commissioner Farrell seconded to accept the low bid from Ed Bozarth for a 2010 Chev Impala in the amount of $14,853. All voted “yes”.
Jim Haag discussed awarding contract to Bryan-Ohlmeier Construction Co and committing County funds for construction of the Vermont Road Bridge.
Commissioner Taylor moved and Commissioner Stottlemire seconded to approve Resolution No. 10-09 awarding contract to Bryan-Ohlmeier Construction Co and committing $356,000 in County funds for construction of the Vermont Road Bridge. All voted “yes”.
Larry Walrod discussed Final Plat for Santa Fe Trail Estates Subdivision filed by Jan Schaake located near the intersection of Missouri Drive and Shawnee Road on the East side of Missouri Drive and North of Shawnee Road.
Commissioner Stottlemire moved and Commissioner Taylor seconded to authorize the Chair to endorse the Final Plat for Santa Fe Trail Estates Subdivision and accepting all easements and rights of way as shown on the Plat. All voted “yes”.
Midge Ransom discussed grant funds request application for State Formula, Family Planning, SN-PHN Collaborative Practice, Maternal and Child Health, Child Care Licensing and Regulations and Immunization Action Plan in the amount of $128,114.
Commissioner Farrell moved and Commissioner Hay seconded to approve grant application with the Kansas Department of Health and Environment for the Health Department.
Lisa Johnson discussed change orders number one and two for the Midland Railway Trestle Repair Project.
Commissioner Taylor moved and Commissioner Stottlemire seconded to approve change orders number one and two for the Midland Railway Trestle Repair Project in the amount of $107,662. All voted “yes”.
Alan Radcliffe discussed Franklin County being storm ready and the program.
Commissioner Farrell moved and Commissioner Taylor seconded to adjourn at 9:17 a.m. All voted “yes”.
