BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

Chair David J Hood called the regular meeting to order at 8:30 a.m.

 

Roll Call: Chair David J Hood present, Vice Chair John E Taylor present, Commissioner Karen S Farrell present, Commissioner Donald C. Hay present, and Commissioner Donald R Stottlemire present.

 

Chair David J Hood asked all in attendance to join him in the Pledge of Allegiance.

 

Invocation led by Reverend Joel Fredrikson with First Baptist Church.

 

Eugene Rieder 4202 Kentucky Terr Ottawa discussed roads, lack of ditches, rock piled along side of roads.

 

Terry Roberts 731 S Oak Ottawa discussed over taxation, the fact that most people can’t generate more income and filing of a land patent.

 

Commissioner Taylor moved and Commissioner Hay seconded to approve the consent agenda as follows: minutes for July 28th and August 2, 2010, claim vouchers dated July 31, 2010 in the amount of $402,362.97 and tax change orders 2009-294 through 2009-299.  All voted “yes”.

 

Chair Hood read the following proclamation:

PROCLAMATION

Anniversary of the Americans with Disabilities Act
A Proclamation of Recommitment to Full Implementation of the ADA

 

WHEREAS, On July 26, 1990, President George H. Bush signed into law the Americans with Disabilities Act (ADA) to ensure the civil rights of people with disabilities. This legislation established a clear and comprehensive national mandate for the elimination of discrimination against individuals with disabilities; and

 

WHEREAS, The ADA has expanded opportunities for Americans with disabilities by reducing barriers, changing perceptions, and increasing full participation in community life. However, the full promise of the ADA will only be reached if public entities remain committed in their efforts to fully implement the ADA.

 

WHEREAS, On the 20th anniversary of the Americans with Disabilities Act, we the Board of Franklin County Commissioners, celebrate and recognize the progress that has been made by reaffirming the principals of equality and inclusion and recommitting our efforts to reach full ADA compliance.

 

Commissioner Hay moved and Commissioner Stottlemire seconded to approve Proclamation 10-05 Recommitment of Full Implementation of the ADA.  All voted “yes”.

 

Midge Ransom discussed second quarter 2010 Health Department activity report including: client clinic visits, WIC client contracts, communicable disease investigations, environmental health reports, child care surveyor visits, income, grants and write offs and adjustments.

 

Commissioner Hay moved and Commissioner Taylor seconded to approve the second quarter 2010 Health Department report including write offs and adjustments in the amount of $16,865.66.  All voted “yes”.

 

Midge Ransom discussed staffing change request due to increased demand for service.

 

Commissioner Taylor moved and Commissioner Stottlemire seconded to retain the temporary positions of medical assistant and Clerk 1 and to terminate a current Clerk 1 position that has been vacant for most of 2010.  All voted “yes”.

 

Jim Haag discussed bids received by fax for culverts from Drainage Products, Kahn and Welborn Sales.

 

Commissioner Taylor moved and Commissioner Stottlemire seconded to award the culvert bid to the low bidder, Kahn in the amount of $48,021.50.  All voted “yes”.

 

Commissioner Taylor moved and Commissioner Stottlemire seconded to adjourn at 8:56 a.m.  All voted “yes”.
