BOARD OF FRANKLIN COUNTY COMMISSIONERS
Chair David J Hood called the study session to order at 10:38 a.m. Commissioner Harris absent.
Bob Bezek & Wynndee Lee gave a presentation on County-City Interlocal Agreement on Urban Growth Area including: history, Interlocal process starts, media coverage and city tasks.
Butch Riddle 2387 Old 50 Hwy discussed that he filed a protest petition on the rezoning of his property, shouldn’t have to get city permits and revenues the city will collect.
Phil Messenger 2439 Autumn Court discussed home owners association, doesn’t want to be part of the city, doesn’t want to have to purchase permits from city.
Blake Jorgenson 432 E 11th St., City of Ottawa Commissioner discussed the Urban Growth Area.
Dustin Coureton discussed replacement of the network infrastructure Phase 3.
Board recessed for lunch at 11:54 a.m.

Keith Clark discussed creating a new position of Assistant Director of Community Corrections at a Grade 4a.
Shari Perry discussed including the positions of Certified Deputy County, Treasurer and Register of Deeds at a Grade 4a.
Lisa Johnson discussed Collaboration Agreement to participate with the Franklin County Violence Response Team.
Lisa Johnson discussed the east wall of the Ambulance Building has settled causing cracks. Two quotes were received: Custom Concrete & Foundation $16,850 and Wagner’s Mud Jacking $16,800.
Jim Haag discussed waiving the publication and soliciting bids for a tire machine for the Public Works Shop.
Jim Haag discussed waiving the publication and soliciting bids for a Coats 6450-3D Heavy Duty Wheel Balancer.
Jim Haag discussed soliciting bids for three 2012 tractors equipped with side mount mowers.
Lisa Johnson discussed effective January 1 the state is requiring all cities and counties to register any salvage dealer.
