BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

Chair David J Hood called the special meeting to order at 7:00 p.m.

 

Roll Call: Chair David J Hood present, Vice Chair Colton M Waymire present, Commissioner Steven W Harris present, Commissioner Donald R Stottlemire present, and Commissioner John E Taylor present.

 

Lisa Johnson discussed what led up to the Interlocal Agreement with the City of Ottawa and what has happened up until today.

 

Larry Walrod discussed the Urban Growth Area (UGA) and compressive plan, maps and Interlocal Agreement.

 

Butch Riddle 2387 Old Hwy 50 discussed rezoning of his property, regulations, uses, not wanting the city regulations and city permits.  The need to resolve this Interlocal agreement and that Miami County Interlocal agreements and has retracted them.

 

Ron Rumford 1601 N Davis Ave discussed being against Interlocal agreement, only the City of Ottawa is benefiting.  The City needs to take care of city and County needs to take care of county.  Permits cost three times as much through the City and have no representation.  Ask Board to stop Interlocal agreement.

 

Leonard Cheasbro 2638 Kingman Rd said no one got to vote on the Interlocal Agreement just got it.  Need to rescind agreement.  Trying to tell farmers what to do and rights are being taken away.

 

Pete Clark, Wellsville owns property on Old 50 Hwy. Got call from City needed permit & inspection.  City could shut club down and it’s not even in the City of Ottawa.

 

Ken Morton 2341 Greenwood Dr discussed that the City of Ottawa charges more for building permits and that county residents don’t want the city to have authority on them.  Growth area is too large, one or two miles in some directions maybe.

 

Freone Hollinger 3090 Neosho Rd discussed Urban Growth Area and what is next, she is a victim, and she has attended four meetings at city, asked how much studying was done prior to this inter-local agreement.  Some roads have been split, one side is UGA and other side is not.  City needs to take care of Main St., Davis and putting up stop lights at Davis and K-68.  City needs to take care of city and leave county alone.

 

Norman Wooge 3790 Pawnee Rd lives four miles out and doesn’t need city regulations.  City of Ottawa has trouble keeping City going and needs more money.  The UGA is for large cities not Ottawa.

 

Pete Clark has seen conservation and regulations passed and you lose your rights have no defense.

 

Butch Riddle – Interlocal is for 10years but Miami County got out of theirs and so can Franklin County.

 

Freone Hollinger said there is a fear of annexation.

 

Shari Perry 2450 Labette Rd. asked Board to reconsider size, three miles to much.  Interlocal Agreements should be only commercial, industrial and sub-divisions.

 

Commissioner Taylor said UGA should be new subdivisions, commercial and industrial not any existing properties.

 

Commissioner Harris said pre-existing should not be effected and should have no effect on agriculture.

 

Commissioner Waymire said people are upset and he doesn’t disagree.

 

Commissioner Stottlemire said he was the only commissioner to vote against it in 2006.

 

Chair Hood said Interlocal agreement needs to be rescinded and done differently.

 

Commissioner Taylor moved and Commissioner Harris seconded to adjourn at 8:12 p.m.  All voted “yes”.
